- Active tenders from Pakistan's PPRA e-Publish & Monitoring System (epms.ppra.gov.pk),
  newest first: tender and reference numbers, title, description and note, sector,
  organization, office, city and country, status with corrigendum flag and cancellation
  reason, advertisement date and closing time in Pakistan time (+05:00).
- Awarded contracts (`recordType: "contracts"`): PPRA contract number, reference and
  tender numbers, title, organization, office and city, winner, nature of purchase,
  awarded amount in PKR (number and text) with its value band, publication date and a
  link to the signed contract.
- Bid evaluation results (`recordType: "evaluations"`): evaluation and tender numbers,
  tender reference, title, evaluation type, bids received, lowest bidder, sector,
  organization, office and city, publication date.
- `includeDetail`: each record's detail page for the fields only it has (tenders: type,
  category, procedure, method, nature, workflow, remarks, bid security, bid validity,
  opening time, document links; contracts: signing date, publication time, plan number,
  exact amount, tender value, bids received, integrity-pact and complaint flags;
  evaluations: tender advertisement and closing dates, report link).
- Filters: keyword, tender number, organization (resolved to the EPMS organization, else
  matched against organization and office), sector, city, evaluation type, awarded amount
  range, `publishedSince` and `maxItems` (up to 10,000).
- Privacy: the contact officer's name, e-mail and phone and the beneficial-ownership block
  of the detail pages are never stored; e-mail addresses and phone numbers inside free
  text are replaced with `[contact removed]`.
- Polite access: one request at a time, at least 2 s apart, honest User-Agent, retries
  with exponential backoff and jitter inside a run-wide budget, a clear error when EPMS
  keeps refusing, and a clean stop shortly before the run timeout.
- Pay-per-event events `tender-notice`, `award-result`, `evaluation-result` (per stored
  record) and `record-detail` (per stored detail page), charged after storing.
- Dataset schema generated from the zod schemas (draft-07, a union of the three record
  types) with "Tenders", "Contracts" and "Evaluations" views, and an output schema.
