## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## EU Tenders Tracker – TED Procurement Alerts (New & Changed)

Searches EU public procurement notices through the official Tenders Electronic Daily Search API (v3) and returns clean rows: title, **short summary**, buyer, country, CPV codes, deadline(s), estimated value, notice type and links. Turn on **Only new/changed since last run** to get a daily diff for alerts and CRMs.

### Use cases

1. **Daily bid alerts for IT services in Germany, France and the Netherlands.**
   ```json
   {"cpvCodes": ["72000000"], "countries": ["DEU", "FRA", "NLD"], "publishedWithinDays": 2, "onlyNewOrChanged": true, "maxItems": 500}
   ```
Schedule it daily. Each run returns only the notices that are new or changed.
2. **Bid-team pipeline.** Use `{"keywords": ["cybersecurity"], "deadlineFrom": "2026-11-01", "noticeTypes": ["cn-standard"]}` to get open calls sorted by deadline.
3. **Market intelligence.** Run keyword searches over award notices to see who wins what.
4. **Several watchlists.** Give each saved task its own `stateStoreName` so the new/changed tracking stays separate.

### Automations (Make, Zapier, n8n, Google Sheets)

- **Make:** *Watch Actor Runs* (scheduled task) → *Get Dataset Items* → filter to new or changed rows → Google Sheets *Add a Row* + Slack *Create a Message*. Docs: https://docs.apify.com/integrations/make.md
- **Zapier:** *Finished Task Run* → *Fetch Dataset Items* → Google Sheets *Create Spreadsheet Row* → Gmail digest. Docs: https://docs.apify.com/integrations/zapier.md
- **n8n:** Schedule → Apify *Run Actor* (with `onlyNewOrChanged: true`) → Google Sheets *Append or Update* keyed on `publicationNumber` → Slack. Docs: https://docs.apify.com/integrations/n8n.md
- **Google Sheets (no-code):** Actor-to-Actor integration to `lukaskrivka/google-sheets`. Docs: https://docs.apify.com/integrations/actors.md
- **Email or Slack only:** use https://docs.apify.com/integrations/gmail.md or https://docs.apify.com/integrations/slack.md

### Inputs

Keywords (full text, any match), CPV codes, buyer countries (ISO alpha-3), deadline range, publication window, notice types, preferred language, max results (**default 25**, raise for bigger exports), and the only-new/changed toggle.

### Output notes

- `deadline` is the earliest lot deadline (date only, as published); `allLotDeadlines` lists every lot. Award and prior-information notices usually have no deadline (`null`), and a search by publication date can include tenders whose deadline has already passed; use the deadline filters to get open tenders only.
- `estimatedValue` is the procedure-level estimated value when the buyer gave one (`estimatedValueSource: "procedure"`), otherwise the sum of lot values (`"lots-sum"`). If lots are in different currencies, or no value was published, it is `null`. Values are in `estimatedValueCurrency`, not converted.
- Optional fields the buyer did not publish are `null`; every row has the same field names.

### How new/changed works

For each filter set (hashed), the actor stores a map of `procedure → {content hash, publication number}` in the named key-value store `ted-tenders-state`. A notice counts as **new** if its procedure wasn't seen in an earlier run (so on the first run everything is new), and as **changed** if its title, description, deadline, value, CPV codes or version changed, or if a newer notice (for example a corrigendum) was published for the same procedure. Unchanged notices are skipped and not billed.

### Summaries

Summaries are deterministic and extractive: the leading sentences of the procedure description, capped at about 300 characters. There is no LLM involved, so there is no extra cost or hallucination, and the same input always gives the same output.

### What we fix compared with other tender scrapers

| Common complaint | This actor |
|---|---|
| Scrapes the website, breaks on layout changes | Uses the official API only |
| Stale data | Live query on every run |
| Missing deadlines/values/CPV | Pulls all lot deadlines, summed lot values, currency, CPV list |
| Duplicates | Deduped per run and across runs (incremental mode) |
| Pagination capped at the first page | Iteration-token pagination (250 per page) through all results |
| Silent failures | Input validation with clear messages (bad CPV/country/date), API errors surfaced, retries with backoff, `RUN_STATS` record |

### Pricing (pay-per-event)

- `tender-result`: **$0.002 per notice** delivered
- Actor start: Apify's default synthetic `apify-actor-start` event (platform default price).
- Unchanged notices skipped in incremental mode are not billed. Billing errors are logged and reported in the status message and `RUN_STATS.chargeErrors`.

### Source, attribution & disclaimer

Source: TED – Tenders Electronic Daily (ted.europa.eu), © European Union. Notice data is reused under the Publications Office reuse policy and CC BY 4.0.
Changes made: we select fields, filter, deduplicate and add short summaries. The original notices are linked in each record.
The TED logo isn't used.

**Source: TED – Tenders Electronic Daily, © European Union, https://ted.europa.eu**

The notices are reused under [CC BY 4.0](https://creativecommons.org/licenses/by/4.0/) per the Publications Office reuse policy, and every row carries that attribution in its `source` field.

**Changes we make:** we select a subset of fields; flatten multilingual values to your preferred language (falling back to English, then the first available); merge lot deadlines and sum lot estimated values; generate an extractive `summary` from the leading sentences of the description (truncated, no rewording); and add `changeStatus`, `contentHash`, `url`/`pdfUrl` and `source`. We do not alter the original wording beyond truncation, and we do not republish questions from tenderers.

This actor is independent. **Not affiliated with or endorsed by the EU Publications Office** or the European Union.

### Fair usage

- This actor uses only the public TED Search API (`api.ted.europa.eu/v3/notices/search`). It doesn't scrape the website and doesn't download notices one by one.
- The official TED fair-usage limits are **700 API calls per minute per IP**, and **600 notice downloads per 6 minutes per IP** for individual downloads (this actor makes none). The actor paces itself at about 10 requests/s at most, and one call returns up to 250 notices.
- The User-Agent identifies the actor and Agentic Solutions, with an optional `contactEmail`.
- **Retry policies:**
  - **HTTP 429** uses its own budget of up to 8 waits. Each wait honours `Retry-After`, whether given in seconds or as an HTTP-date, and is capped at 120 s per wait and 600 s in total. Without a `Retry-After` it backs off 30 → 60 → 120 s.
  - **5xx/network errors** get 5 attempts with backoff of 2 → 4 → 8 → 16 s.
  - **400** means invalid input.
  - Every failure ends the run with a clear message and still writes `RUN_STATS`. Unexpected JSON does the same.
- **Change fingerprint versioning:** the incremental state stores `fingerprintVersion`. When a new actor version changes how notices are fingerprinted, the stored state is **rebaselined silently**. Known notices are not re-reported or billed again, and only genuinely new notices or procedures are output.
