## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## EU Sanctions Monitor: Consolidated List Watch & Search (MCP)

The **official EU consolidated financial sanctions list** — 6,234 sanctioned persons and organisations worldwide — through one clean API. Screen any name against the full list, or monitor the list itself and get alerts the day the EU **adds or removes** an entity — plus **`listed-alert` hits for the names you watch**. No key, no login. MCP-compatible, agent-ready.

### Who pays for sanctions screening

Compliance teams, auditors, lawyers, regtechs and any company onboarding EU counterparties must check against the EU consolidated list. The official source is a 25 MB XML of nested regulations and nameAlias attributes — unusable for day-to-day screening. This actor parses it to clean records: name, aliases, programme, regulation, dates, citizenships.

### What you get per row

`logicalId` (stable id), `unitedNationId`, `subjectType` (person/enterprise), `primaryName` + `aliases` (strong aliases preferred), `programme` (UKR, RUS, IRQ…), `regulationTitle` + `regulationDate`, `function`, `birthDate`, `citizenships`, `designationDetails`, and monitor event fields.

### Two modes

#### `search` — screen a name now

```json
{ "mode": "search", "query": "Prigozhin", "type": "person", "maxResults": 5 }
```

Matching is accent-tolerant and context-aware (full-string and strong partial-name matches).

#### `monitor` — the daily compliance pulse

```json
{ "mode": "monitor", "watchNames": ["Deripaska", "Rosneft"], "maxResults": 30 }
```

- **Run 1 = free baseline** — snapshots all 6k+ logical IDs.
- **Run 2+** emits only: **`new-entity`** (newly listed), **`delisted-entity`** (removed), **`listed-alert`** (your watched name just appeared).
- Schedule daily; a quiet cycle costs **$0.001**.

### Data honesty & limits

- Rows come **only** from the official EU FSF XML downloaded at run time (the canonical consolidated list). No name similarities are invented: a `match` means the name or a strong alias matched.
- Screening tools decide risk; this actor reports facts (name, regulation, programme). False positives are your human review's job — `aliases` and `birthDate`/`citizenships` are included to help.
- Large-file stability: the XML is fetched once per run; parses ~6.2k entities in seconds.

### Recipes

1. **KYC automation hook** — webhook the monitor into your CRM; a `new-entity` or `listed-alert` opens a review case automatically.
2. **Agent screen (MCP)** — "is this company/person EU-sanctioned?" answered with the exact regulation, programme and aliases.
3. **Change feed for compliance newsletters** — report EU additions/delistings daily with citations.

### Pricing

| event | price |
|---|---|
| Actor start | $0.001 |
| EU sanction entity | $0.001 / row |

Typical runs: 5-row name screen ≈ **$0.006** · daily diff with 3 changes ≈ **$0.004**.

# Actor input Schema

## `mode` (type: `string`):

search = screen a name against the 6k+ EU-listed entities · monitor = full-list diff every run (additions/delistings) + watch-name alerts.

## `query` (type: `string`):

(search) Person or organisation name, e.g. "Prigozhin" or "Rosneft". Matching is tolerant to accents and partial full-name matches.

## `type` (type: `string`):

(search) person | enterprise — empty = both.

## `watchNames` (type: `array`):

(monitor) Names to watch, e.g. \["Deripaska", "Rosneft"]. If a watched name appears on the list since the last run, you get a `listed-alert` row.

## `maxResults` (type: `integer`):

Cap rows returned per run (each billed row $0.001).

## `requestDelaySecs` (type: `number`):

Politeness delay before the FSD fetch. Keep >= 0.

## Actor input object example

```json
{
  "mode": "search",
  "query": "",
  "type": "",
  "watchNames": [],
  "maxResults": 10,
  "requestDelaySecs": 0.2
}
```
