#### Fixes

- Spending-limit handling is per monitor. A basket that does not fit emits one free diagnostic row, retains state, and fails the run.
- If saving state fails after rows were already delivered, the run reports that failure, leaves the delivered rows in place, and does not overwrite the last good state.
