## OpenFDA Recall Delta Feed

Materialized change feed for FDA drug recalls (openFDA `drug/enforcement`).

### Input

- `source`: `openfda_drug_enforcement` (única implementada).
- `changeType`: `new`, `updated`, `any` (default `any`).
- `limit`: 1–200 (default 50).
- `maxTotalChargeUsd`: opcional; debe ser >= $0.01 (start fee).

### Output

Un dataset item por delta válido materializado:

### Semántica

- Primera corrida: baseline (todos `new`).
- Corridas siguientes: `new` si el `external_id` no existía en el estado previo;
  `updated` si el hash del payload cambió.
- Estado previo en el Key-Value store del actor (`seen` map `external_id -> content_hash`).
- `unchanged` no se emite.

### Pricing / cobro

- Evento PPE: `delta` (por item materializado). Se cobra SOLO después de `push_data` exitoso.
- Fail-loud: si el pricing configurado no incluye el evento `delta`, el run FALLA visiblemente
  (sin sustitución silenciosa del modelo de cobro).
- Sin pricing configurado (draft/owner): no se cobra, run normal.

### Limitaciones

- `changed_fields` para `updated` usa `["$root"]` (el KV store no persiste payloads completos);
  los campos exactos requieren el snapshot local (motor Boring Data Engine).
- openFDA no debe usarse para decisiones clínicas; feed informativo con provenance.
