## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Etimad Saudi Tenders Scraper

Search Saudi government tenders published on Etimad (tenders.etimad.sa), the national e-procurement platform, and get one clean row per tender: reference number, title, agency, procurement type, status, publication date, the deadlines for questions and bids, the envelope opening date, the price of the tender documents and the tender page link. Turn on details to add the purpose, contract duration, guarantees, expected award and work start dates, the regions and cities of execution, activities, and for awarded tenders the bidders, the winning suppliers and the award value.

Use it for tender monitoring and alerts: schedule a daily run with "published in the last 1 day" and a keyword, agency or region, and send the new rows to email, Slack or a spreadsheet.

### Quick Start

The latest tenders, newest first:

```json
{"maxResults": 24}
```

Open IT tenders published this week in Riyadh, with details:

```json
{
  "keyword": "تقنية",
  "status": "open",
  "regions": ["Riyadh"],
  "publishedWithinDays": 7,
  "includeDetails": true
}
```

### Input

| Field | Type | Default | What it does |
|---|---|---:|---|
| `keyword` | string | `""` | Text searched in the tender name, number and reference (most tenders are in Arabic). |
| `agency` | string | `""` | Agency code (12 digits), exact Arabic name, or a name fragment such as `حرس الحدود`. |
| `tenderType` | string | `any` | `publicTender`, `directPurchase`, `limitedTender`, `reverseAuction`, `frameworkAgreement` and more. |
| `status` | string | `any` | `open` (accepting bids), `closed`, `offersOpening`, `offersExamination`, `awarding` or `awarded`. |
| `regions` | array | `[]` | Region names in English or Arabic, or ids 1-13, e.g. `["Riyadh", "Eastern Province"]`. |
| `activityId` | integer | none | Etimad main activity id, e.g. `9` for communications and IT. |
| `publishedWithinDays` | integer | none | Only tenders published in the last N days (Riyadh time, today included). |
| `publishedFrom`, `publishedTo` | string | `""` | Publication date window, `YYYY-MM-DD`. |
| `bidDeadlineFrom`, `bidDeadlineTo` | string | `""` | Bid deadline window, `YYYY-MM-DD`. |
| `referenceNumber` | string | `""` | One tender by its reference number. |
| `maxResults` | integer | `100` | Maximum tenders returned, newest first. Up to 10,000, or 2,500 with `includeDetails` on. |
| `includeDetails` | boolean | `false` | Add the detail fields listed below (slower). |
| `startUrls` | array | `[]` | Etimad search URLs (their filters are kept) or tender detail URLs. |

All filters are optional and can be combined. An agency fragment that matches a parent agency returns the tenders of all its branches.

### What it returns

Every row has `tenderKey`, `referenceNumber`, `tenderNumber`, `tenderId`, `title`, `agency`, `agencyCode`, `branch`, `tenderType`, `tenderTypeEnglish`, `tenderTypeId`, `status`, `statusId`, `isOpenForBids`, `regions`, `regionsEnglish`, `insideKsa`, `publishedAt`, `questionsDeadline`, `bidDeadline`, `envelopeOpeningAt`, `bidDeadlineHijri`, `remainingDays`, `documentPrice`, `currency` (SAR), `activity`, `activityId`, `isExternalPortal`, `url`, `sourceQuery`, `source` and `scrapedAt`.

With `includeDetails` on, rows also carry `purpose`, `contractDuration`, `insuranceRequired`, `submissionMethod`, `initialGuarantee`, `initialGuaranteeAddress`, `finalGuaranteePercent`, `awardNumber`, `offersExaminationAt`, `standstillDays`, `expectedAwardDate`, `workStartDate`, `questionsStartDate`, `maxAnswerDays`, `openingPlace`, `classificationField`, `executionPlace`, `cities`, `executionDetails`, `activities`, `includesSupplyItems`, `constructionWorks`, `maintenanceWorks`, and for tenders at the award stage `bidders`, `awardedSuppliers` and `awardedValue`. If one tender's details cannot be read, the row is still delivered with `detailsError` set.

Dates and times are ISO 8601 with the Riyadh offset (`+03:00`); dates the site prints without a time are `YYYY-MM-DD`. Texts are given in Arabic as published; procurement types and regions also have English names.

### Output example

```json
{"tenderKey":"tenders.etimad.sa:tender:261039009384","referenceNumber":"261039009384","tenderNumber":"21/2026","tenderId":1115380,"title":"تأمين نظام ورخص لإدارة الأجهزة المحمولة لأغراض تعليمية","agency":"كلية الملك فهد الامنية","branch":"المنافسات العامة","tenderType":"منافسة عامة","tenderTypeEnglish":"Public tender","tenderTypeId":1,"status":"معتمدة","statusId":4,"isOpenForBids":true,"regions":["منطقة الرياض"],"regionsEnglish":["Riyadh"],"publishedAt":"2026-10-24T21:02:29+03:00","questionsDeadline":"2026-11-03T21:02:29+03:00","bidDeadline":"2026-11-08T09:59:00+03:00","envelopeOpeningAt":"2026-11-09T10:00:00+03:00","bidDeadlineHijri":"1448-05-28","remainingDays":14,"documentPrice":800.0,"currency":"SAR","activity":"تقنية المعلومات","activityId":902,"isExternalPortal":false,"url":"https://tenders.etimad.sa/Tender/DetailsForVisitor?STenderId=m4ejyBSAyyuvVuKbeEyGaQ%3D%3D","purpose":"تأمين نظام ورخص لإدارة الأجهزة المحمولة لأغراض تعليمية","contractDuration":"9 أسبوع","expectedAwardDate":"2026-12-08","cities":["الرياض"],"sourceQuery":"keyword=تقنية status=open","source":"tenders.etimad.sa","scrapedAt":"2026-10-25T01:30:00+00:00"}
```

### Limits and caveats

- Etimad answers a limited number of searches per minute, so listing runs deliver about 450 tenders a minute (10,000 take about 25 minutes); detail runs read about four pages per tender and are slower (roughly 12 minutes per 1,000 tenders), so with `includeDetails` on a run returns at most 2,500 tenders and fits the default 1-hour timeout. For more, split the search by date, region or status.
- Some tenders are run on a partner procurement portal (`isExternalPortal: true`). They appear in Etimad's search with fewer fields and no public detail page; their `url` opens an Etimad search for the reference number. When a region, activity or non-open status filter is set they are left out, because those fields cannot be checked for them.
- `status` on the search rows is often empty; it is always filled when details are on.
- Etimad publishes no estimated contract value. `awardedValue` is filled for awarded tenders when details are on.

### FAQ

**How fresh is the data?** Every run reads Etimad live.

**How do I get only new tenders each day?** Schedule a daily run with `publishedWithinDays: 1` (or 2, to be safe around midnight) and your filters. Rows are unique per `referenceNumber`, so you can deduplicate across runs on it.

**Can I search in English?** Tender titles are written by the agencies, mostly in Arabic, so Arabic keywords match far more tenders.

**What happens when nothing matches?** The run succeeds with an empty dataset.

### Price

You pay per result: each delivered tender row is one result, plus a small run-start charge. The run-start event is charged per GB of memory; the default 512 MB run is one start event. The start is charged even if the run saves no results. Platform usage is included in the price.

# Actor input Schema

## `keyword` (type: `string`):

Text searched in the tender name, number and reference, as on the Etimad search box, e.g. 'صيانة' (maintenance) or 'تقنية'. Most tenders are written in Arabic. 2 to 50 characters.

## `agency` (type: `string`):

Government agency: its 12-digit Etimad agency code, its exact name, or a name fragment matching at most 5 agencies, e.g. 'حرس الحدود' (Border Guard).

## `tenderType` (type: `string`):

Procurement method.

## `status` (type: `string`):

Tender stage. 'Open for bids' is the usual choice for alerts.

## `regions` (type: `array`):

Regions where the work is carried out. Use English names (Riyadh, Makkah, Madinah, Qassim, Eastern Province, Asir, Tabuk, Hail, Northern Borders, Jazan, Najran, Al Bahah, Al Jawf), Arabic names or Etimad region ids 1-13.

## `activityId` (type: `integer`):

Etimad main activity id, e.g. 9 for communications and IT, 2 for contracting, 1 for trade. Leave empty for all activities.

## `publishedWithinDays` (type: `integer`):

Only tenders published in the last N days, counting today in Riyadh time. Handy for daily or weekly alerts. Do not combine with 'Published from'.

## `publishedFrom` (type: `string`):

Earliest publication date, YYYY-MM-DD (inclusive).

## `publishedTo` (type: `string`):

Latest publication date, YYYY-MM-DD (inclusive).

## `bidDeadlineFrom` (type: `string`):

Only tenders whose bid submission deadline falls on or after this date, YYYY-MM-DD.

## `bidDeadlineTo` (type: `string`):

Only tenders whose bid submission deadline falls on or before this date, YYYY-MM-DD.

## `referenceNumber` (type: `string`):

One tender's reference number, e.g. '261039009384'.

## `maxResults` (type: `integer`):

Stop after this many tenders, newest first. With 'Include details' on, at most 2,500 tenders per run.

## `includeDetails` (type: `boolean`):

Also read each tender's detail page: purpose, contract duration, guarantees, expected award and work start dates, execution regions and cities, activities, and for awarded tenders the bidders, awarded suppliers and award value. Slower: about four page reads per tender.

## `startUrls` (type: `array`):

Optional Etimad pages to read instead of the filters above: a tender search URL copied from tenders.etimad.sa/Tender/AllTendersForVisitor (its filters are kept), or a tender detail URL (DetailsForVisitor?STenderId=...). Date windows, maximum results and details still apply.
