## TikTok Hashtag Videos

Turn hashtag names, #tag forms, or public TikTok hashtag URLs into clean deduplicated video rows.

### Reliability

Lightweight retrieval runs first; browser fallback is bounded and only used after classified recoverable failures. Later-page failures preserve earlier results.

### Billing

PPE event: `hashtag-video-result`. Only successfully delivered Dataset rows are charged. Hard failures are free; no separate start charge.

### Scope

Public `hashtag → videos` only. No login bypass, private data access, CAPTCHA solving, or media downloading.
