## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## GSA Labor Rates Scraper by Birds Nest Data

Export GSA schedule labor rates (CALC+ ceiling rates) as JSON or CSV. Filter by labor category, education and experience. Useful for government contract pricing.

> Unofficial tool. Not affiliated with or endorsed by the U.S. General Services Administration (GSA). Data provided as-is from https://buy.gsa.gov/pricing/.

### What it does

Returns awarded hourly ceiling rates for labor categories on GSA Multiple Award Schedule contracts, with vendor, contract, SIN, education and experience. Built for government-contractor pricing and capture teams, contracting officers building cost estimates, and procurement analysts.

### What you get

| Field | Type | Example |
|---|---|---|
| labor_category | string | `"Assistant Project Manager -- Site"` |
| current_price | number | `27.5` |
| next_year_price | number | `28.05` |
| second_year_price | number | `28.61` |
| education_level | string | `"Associates"` |
| min_years_experience | number | `3` |
| security_clearance | string | `"No"` |
| worksite | string | `"Contractor_Facility"` |
| vendor_name | string | `"NAVIGATOR INTERNATIONAL LLC"` |
| business_size | string | `"Other than small"` |
| contract_number | string | `"GS00F393GA"` |
| schedule | string | `"MAS"` |
| sin | string | `"485"` |
| category | string | `"Scientific Management and Solutions; Facilities; Miscell...` |
| subcategory | string | `"Transportation of Things; Business Administrative Servic...` |
| contract_start | date (YYYY-MM-DD) | `"2017-09-13"` |
| contract_end | date (YYYY-MM-DD) | `"2027-09-12"` |
| source_refreshed_at | string | `"2026-10-18T02:00:02Z"` |
| source_url | string | `"https://api.gsa.gov/acquisition/calc/v3/api/ceilingrates...` |
| source | string | `"GSA CALC+ ceiling rates API (api.gsa.gov)"` |

Only vendor and contract fields are copied. Rates are ceiling (maximum) hourly rates in USD, not prices paid.

### Use cases

- Benchmark hourly rates for a labor category before bidding on a GSA schedule contract.
- Build price-to-win and cost estimates from awarded ceiling rates.
- Compare rates by education level and years of experience.
- Refresh a rate table in a spreadsheet through the Apify API.

### How to use

1. Leave the defaults to get 50 Project Manager rates (lowest first), or enter a labor category, vendor or contract keyword and set education, experience and business size.
2. Click **Run**.
3. Export the dataset as JSON, CSV or Excel, or read it through the Apify API.

### Input example

```json
{
  "keyword": "Project Manager",
  "educationLevel": "ALL",
  "minExperience": 0,
  "maxExperience": 45,
  "businessSize": "ALL",
  "maxResults": 50
}
```

### Pricing (pay-per-event)

- **Result:** $2.00 per 1,000 results ($0.002 for each labor rate saved to the dataset).
- No start fee. Runs that save nothing are not charged for results.
- Estimate: the default run (50 rates) costs about $0.10 in result fees.

### Limits

- Waits over 1 second between requests and makes at most 120 requests per run, far below GSA's limit of 1,000 requests per hour.
- Up to 10,000 rates per query (the API's per-query limit); split larger pulls by keyword or filters.
- GSA refreshes this data every night.
- If the source refuses access (HTTP 403 or a block page), the run stops with a clear message. It never changes its identity, uses proxies, or retries from other IP addresses.

### Data source & legality note

> This actor reads public data from GSA CALC+ (https://buy.gsa.gov/pricing/) via its public API. It does not log in, bypass access controls, or collect personal data; person/contact fields are dropped at parse time. Not affiliated with or endorsed by the U.S. General Services Administration (GSA). Output is provided as-is, without warranty; it may be incomplete or delayed, so verify against GSA CALC+ before relying on it. Not legal, medical, or safety advice. You are responsible for how you use the output and for complying with applicable laws and the source's terms.
