## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## NYC Local Law 97 Carbon Penalty Estimator & Building Leads

Find the New York City buildings that face **Local Law 97 carbon penalties**. For every covered building (over 25,000 sq ft) the actor estimates annual emissions with the official LL97 coefficients, the building's emissions limit from its property uses, the excess over the limit and the **estimated annual penalty** ($268 per ton) for both the 2024-2029 and 2030-2034 periods.

### Who is it for

- LL97 compliance consultants and engineers
- ESCOs, HVAC, electrification and heat-pump contractors
- CRE brokers, lenders and investors pricing carbon risk
- Building owners benchmarking their portfolio

### Use cases

- Prospect buildings with the largest estimated penalties
- Size the retrofit opportunity per building in tons and dollars
- Prioritize a portfolio for decarbonization
- Screen acquisitions for future carbon liabilities

### How to use it

1. Open the **Input** tab and pick the filters you need (all are optional).
2. Set the maximum number of buildings to return.
3. Click **Start**. Results appear in the dataset as they are collected and can be exported to JSON, CSV or Excel, or pulled through the Apify API.
4. Schedule the actor (daily, weekly or monthly) to keep your list fresh.

### FAQ

**Is the penalty an official determination?**

No. It is an estimate computed from the building's published LL84 benchmarking data using the emission factors in 1 RCNY §103-14 and the LL97 coefficients. Actual penalties depend on the owner's filed report, deductions and adjustments.

**Which buildings are included?**

Buildings over 25,000 sq ft with LL84 energy data. Buildings with no reported energy use are skipped because their emissions cannot be estimated.

**Am I charged if a run fails or finds nothing?**

No. You pay only for records actually delivered to your dataset. Failed or empty runs cost nothing.

**Is there a free trial?**

Yes. Free Apify plans can run every actor and receive up to 10 results per run to evaluate the data.

**Where does the data come from?**

From official public records and open-data disclosures published by the government programs named on this page. BuildingSignal cleans, normalizes and standardizes them into one consistent schema.

**How fresh is the data?**

Each run reads the current official publication, so you always get the latest data the program has released. Schedule the actor to track changes over time.

**Can I use it with my CRM or BI tool?**

Yes. Export to CSV/Excel/JSON, call it through the Apify API, or connect it with Make, Zapier, n8n or Google Sheets integrations.
