  watersheds, coordinate provenance, Indian country and nearby tribes.
- Added per-program participation flags and program identifiers (air, NPDES, RCRA,
  drinking water, TRI, greenhouse gas, Superfund, RMP) as join keys.
- Added per-program compliance status, significant non-compliance flags,
  quarter-by-quarter compliance history strings, inspection, enforcement and
  penalty breakdowns, and the EPA-versus-state split on every action date.
- Added TRI releases and transfers, greenhouse gas CO2 equivalent, impaired water
  discharge, effluent exceedances, nonattainment status and pollutants, and the
  environmental justice demographics around each site.
- Added `include_details`, off by default, which fetches each facility's detailed
  report for permit expiration dates and the ACS demographic block. Those columns
  are emitted as null when the flag is off so the CSV header never changes shape.
- Every example in the dataset schema is now a value observed in a live response.
