## Inventory Movement Reconciliation Evidence Gate

Offline deterministic reconciliation of user-supplied opening inventory, enumerated movements, system closing, and physical count for bounded SKU, location, and UTC-period scopes.

The Actor emits auditable `MATCH`, `REVIEW`, or non-billable `ERROR` evidence. Shortages and overages are successful review results. It performs no login, connector, unit conversion, inventory mutation, valuation, forecasting, OCR, or external API call.
