All notable changes to **FMCSA Carrier Data: US Trucking Company Directory**. The output is versioned with `schemaVersion` on every item: fields are only **added**, never renamed or removed.

### 0.3.0 — 2026-11-06 (`schemaVersion: 3`)

#### Added (output)

- **Free lead score (`leadScore` 0–100, `leadTier` hot/warm/cold, `leadScoreFactors`)** on every carrier, at no extra charge: how good a sales prospect the carrier is for insurance, factoring, freight, BOC-3, ELD or dispatch services (new or pending authority, direct vs shared phone, company email, small fleet, insurance change coming, no BOC-3 yet...). Every point has its reason. Pro's `riskScore` is unchanged.
- **Insurance history (`insuranceHistory`)**: the 25 most recent cancelled or replaced filings (insurer, policy, coverage, effective and cancellation dates, `kind`: cancellation / replacement / name change) from FMCSA Motus InsHist and the legacy L\&I InsHist.
- **Announced cancellations (`upcomingInsuranceCancellation`)**: the nearest cancellation or replacement already filed with a future effective date, with `daysUntil`; and `insuranceCancellationsLast12Months`. Monitor mode alerts when one is announced (`upcomingInsuranceCancellation` change, category `insurance`).
- **Out-of-service rates vs the national average (`safety.vsNationalAverage`)**: vehicle and driver OOS rates compared with the national averages published on SAFER (above / below and difference in points).
- **BOC-3 from both systems**: `boc3OnFile` / `processAgent` now also read the legacy L\&I BOC3 file (large fleets filed there: XPO, UPS, Amazon...). `boc3OnFile` is now `false` (instead of `null`) when the carrier has a docket and no BOC-3 is on file in either system — typical of brand-new authority still pending.
- `distanceMiles` (radius search) and `authorityEvent` (authority events mode); `null` in the other modes.

#### Added (input and behavior)

- **Radius search** (`nearLocation` + `radiusMiles`): carriers within N miles of a ZIP (`75201`) or a city (`Dallas, TX`), using US Census ZIP and place centroids bundled in the Actor (no extra calls, no third-party geocoder). Combines with every filter (fleet size, cargo, new carriers, authority...).
- **Authority events mode** (`authorityEvents` + `authorityEventsWithinDays`): daily feed from FMCSA's authority history — authority granted, new applications (pending), reinstated, suspended, revoked/inactivated, withdrawn, out of service — with the event attached. Combines with state, radius, fleet and cargo filters; with monitor mode, each scheduled run delivers only what is new.
- `includeInsuranceHistory` (default on, free).
- `outputFormat: "leader-compatible"` now fills `leadScore` with our free score (it was `null`).

- **Safety block (`safety`)** — like SAFER's "Inspections/Crashes In US", last 24 months: roadside inspections (vehicle/driver), out-of-service counts and rates, crashes (fatal / injury / tow-away) and the 5 public BASIC measures with acute/critical flags (FMCSA SMS monthly snapshot). On by default (`includeSafety`), no extra charge.
- **Pending MC numbers of brand-new carriers**: FMCSA Motus authority is now joined for *every* carrier, not only the ones with a docket in the census. New registrations show their pending MC (and `authorityStatus: "pending"`) days or weeks before the census lists it — in our test sample, 19 of 25 new Texas carriers.
- **Authority history**: each authority has `statusDate`, `statusReason` and `grantedDate`; `authority` adds `grantedDate`, `lastStatusChangeDate`, `lastStatusChangeReason`.

- **Email repair**: `email` fixes common filing errors (spaces, two addresses in one field, a name before the address); the original text is kept in `emailAsFiled`. Addresses no mail server accepts (`name@aol..com`) are no longer output.
