## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Africa Tender & Procurement Monitor

Find public tenders across Africa in one run, and get alerted when new ones appear.

### Start URLs

You choose which tender listings are monitored by pasting their URLs. Known portals are recognised and read through their official APIs. Every other page goes through a generic listing extractor.

| Paste this listing URL | How it is read |
|---|---|
| `https://tenders.go.ke/tenders` | Kenya PPIP API: every open national and county tender, plus awards with prices |
| `https://www.etenders.gov.za/Home/opportunities` | South Africa National Treasury OCDS API |
| `https://projects.worldbank.org/en/projects-operations/procurement` | World Bank API for all 54 African countries, including bids, expressions of interest and awards with every bidder's price |
| Any organisation's tenders page (utility, university, county, NGO, bank) | Generic extractor for tables, lists and document links, with `next` pages followed |

The portal APIs need no proxy and no login.

### What you get per notice

Procuring entity, reference, title, description, county or province, sector tags, category and method.

**Dates:** published date, deadline and days left. Status is open, closing soon, closed, awarded or cancelled.

**Bidding details:**

- Eligibility, including AGPO reservations.
- Tender fee and bid security.
- Document links and submission venue.
- The entity's official contact.

**Awards:** winner, contract price, and the other bidders with their prices.

**Tracking:** `is_new`, `first_seen_at`, change detection and `missing_fields`.

### Monitoring

1. Save a task with keywords, countries and sectors.
2. Turn on **Only new or changed**.
3. Schedule it daily.

Each run outputs only notices that are new or whose deadline, documents or status changed. Add a **webhook** (Slack, Teams, Zapier, Make or n8n) to be alerted.

Each run also saves an email-ready **DIGEST** with notices closing within 7 days. Export results as JSON, CSV or Excel.

### Example input

```json
{ "startUrls": [{ "url": "https://tenders.go.ke/tenders" }, { "url": "https://www.example.org/procurement/tenders" }],
  "countries": ["Kenya"], "keywords": ["laptop", "ICT"],
  "noticeTypes": ["tender", "expression_of_interest"], "onlyNew": true, "monitorName": "ict" }
```

### Pricing

**$1.50 per 1,000 notices.** You are charged only for rows saved. Filtering happens before saving, and a monitor that finds nothing new costs almost nothing.

### Notes

Data comes from public government and World Bank sources. Always confirm deadlines and requirements in the official tender document.

Rows from generic pages are heuristic, and their `extraction_method` shows a confidence score.

Personal data of procurement officers is never output.

# Actor input Schema

## `startUrls` (type: `array`):

The tender listing pages to read, one per line. Official portals are recognised automatically and read through their APIs: https://tenders.go.ke/tenders (Kenya PPIP), https://www.etenders.gov.za/Home/opportunities (South Africa) and https://projects.worldbank.org/en/projects-operations/procurement (World Bank, all African countries). Any other URL, such as an organisation's tenders page, is read with the generic listing extractor.

## `defaultCountry` (type: `string`):

Country to record on rows from generic pages (portals set it themselves), e.g. Kenya.

## `maxPagesPerSite` (type: `integer`):

How many "next" pages to follow on each generic listing page.

## `countries` (type: `array`):

Limit results to these countries, e.g. Kenya, Uganda, Nigeria, DRC, "East Africa". Empty = no limit. Also chooses which countries World Bank notices are read for (default: all of Africa).

## `keywords` (type: `array`):

Keep notices whose title, description, entity or reference contains any of these words, e.g. "laptop", "borehole", "consultancy". Empty = everything.

## `excludeKeywords` (type: `array`):

Drop notices containing any of these words, e.g. "disposal", "motor vehicle".

## `sectors` (type: `array`):

Keep notices tagged with any of these sectors (tags come from the title and description).

## `categories` (type: `array`):

Keep only these procurement categories.

## `noticeTypes` (type: `array`):

Awards include the winning supplier and contract price (Kenya, World Bank — World Bank awards also list the other bidders and their prices).

## `onlyOpen` (type: `boolean`):

Skip tenders whose deadline has passed or that were cancelled.

## `publishedWithinDays` (type: `integer`):

Only notices published in the last N days (Kenya PPIP always returns every currently open tender). 0 = no limit.

## `closingWithinDays` (type: `integer`):

Only tenders whose deadline is within N days, e.g. 7 for an urgent list. 0 = any.

## `minDaysToDeadline` (type: `integer`):

Skip tenders closing too soon to prepare a bid. 0 = keep all.

## `reservedOnly` (type: `boolean`):

Kenya: only tenders reserved for youth, women and persons with disabilities (AGPO).

## `onlyNew` (type: `boolean`):

For scheduled monitoring: output only notices not seen in a previous run of the same monitor, plus ones whose deadline, documents or status changed. The first run outputs everything.

## `monitorName` (type: `string`):

Each name keeps its own memory of seen notices. Use a different name per saved search (e.g. "kenya-ict", "wb-consultancy").

## `webhookUrl` (type: `string`):

POSTs new/updated notices after each run (not on the first run). Works with Slack, Microsoft Teams/Power Automate, Zapier, Make and n8n incoming webhooks.

## `includeNoticeText` (type: `boolean`):

Add the complete World Bank notice text (scope, eligibility, submission instructions) to each row.

## `maxResults` (type: `integer`):

Maximum notices to output per run. 0 = no limit.

## `proxyConfiguration` (type: `object`):

Not needed for the portal APIs. Enable only if an organisation's website blocks datacenter traffic.
