Every chamber member is a small-business owner who **paid dues to join** — pre-qualified as active enough to invest in their business. Compared to scraped Google Maps listings:

The scraper sweeps the directory alphabetically (`/searchalpha/a` through `/z`) and pulls every member's detail page.
