## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Turkish Capital Markets Board (SPK) Bulletin Scraper

The weekly bulletin of the **Capital Markets Board of Türkiye** (Sermaye Piyasası Kurulu, SPK) as clean, structured JSON: **IPO approvals, rights and bonus issues (bedelli / bedelsiz sermaye artırımı), bond and other instrument approvals, administrative fines, criminal complaints, trading bans, licence revocations, new fund and firm permits, and announcements** — with English field names and categories.

The SPK publishes these decisions only as Turkish PDFs, about twice a week. Bonus-issue and IPO approvals regularly move Borsa Istanbul prices. This Actor turns each bulletin into rows you can filter, alert on and feed into your tools.

Built for **investors and traders following Borsa Istanbul, funds and analysts covering Türkiye, compliance teams, researchers and AI agents.**

### What you get

Two kinds of items:

**`issue_approval`** — one row per company in the approval tables:

| Field | Example |
|---|---|
| `bulletinNo` / `bulletinDate` | `2026/56` / `2026-09-03` |
| `category` | `ipo`, `share_issue`, `debt_issue`, `other_instrument` |
| `company` | `Onur Yüksek Teknoloji AŞ` |
| `currentCapital` / `newCapital` | `62830000` / `251320000` (TL) |
| `rightsIssue` | paid-in capital increase (bedelli), TL |
| `bonusIssueFromReserves` / `bonusIssueFromDividend` | bonus issue (bedelsiz) from internal resources / from dividends, TL |
| `existingSharesSold`, `additionalSharesSold`, `offerPrice` | IPO details |
| `instrumentType`, `nominalAmount`, `saleType` | debt instruments (e.g. `Tahvil/Finansman Bonosu`, `15000000000`, `Tahsisli/Nitelikli Yatırımcı`) |
| `notes` | footnotes attached to the row |
| `columnsTr` | the original Turkish columns, as published |

**`decision`** — one item per numbered decision in the other sections:

| Field | Example |
|---|---|
| `category` | `administrative_fine`, `criminal_complaint`, `other_sanction`, `license_revocation`, `new_licenses`, `ownership_changes`, `application_results`, `announcements` |
| `headingTr` | Turkish heading |
| `companies` | companies named in the decision (best-effort) |
| `text` | full Turkish text |
| `tables` | table rows in the decision (e.g. fines with `fineAmount`) |
| `titleEn`, `summaryEn` | optional English headline and summary |

Every item links to the official bulletin PDF (`pdfUrl`).

### How to use it

- **Latest bulletins** — the default input returns everything in the 3 most recent bulletins.
- **Bonus-issue and IPO alerts** — set *Categories* to *Share issues* and *IPOs*, schedule the Actor daily, and set *Published from* to a recent date.
- **Follow a company** — add its name to *Keywords*.
- **History** — set a date range; the bulletin archive goes back to 2009 (older layouts may be parsed less precisely).
- **English** — add your own OpenAI API key for English headlines and summaries. The key is stored as a secret input and is only sent to OpenAI.

#### Example input

```json
{
  "startDate": "2026-09-01",
  "categories": ["share_issue", "ipo"],
  "maxBulletins": 0
}
```

### Use with AI agents (MCP)

Works as a tool for AI agents through the [Apify MCP server](https://mcp.apify.com): ask *"Which Borsa Istanbul companies got bonus-issue approval from the SPK this month?"* and let your agent call this Actor.

### Pricing

Pay per result: you are charged per entry returned (one approval row or one decision). Use *Max entries* or *Categories* to control cost.

### Personal data

Sanction tables in the bulletin name individuals. This Actor **does not return the names or ID numbers of natural persons**: they are replaced with `[person]`, and `subjectType` tells you whether a sanctioned party was a person or a company. Company names are kept.

### Data source and legal note

All data comes from the official website of the Capital Markets Board of Türkiye, [spk.gov.tr](https://spk.gov.tr), where the bulletin is published to inform the public. Each item links to the official PDF. Tables are extracted automatically and may occasionally be incomplete; English labels and summaries are not official translations. Rely on the official bulletin for investment or legal decisions. This Actor is not affiliated with the SPK and does not give investment advice.
