## Pricing

from $2.00 / 1,000 property rows

This Actor is paid per event. You are not charged for the Apify platform usage, but only a fixed price for specific events.
Since this Actor supports Apify Store discounts, the price gets lower the higher subscription plan you have.

## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

**How many listings are there?** On 2026-10-10 the NTA site listed **154 properties** nationwide: 72 farmland, 42 land, 30 land with building, 8 buildings, 2 condominium units — all sold by sealed bid during a bidding period (期間入札). Estimated prices ranged from ¥20,000 to ¥312,000,000. New auction notices are published by the regional bureaus several times a month (the site's news list shows about 16 notices between 4 Aug and 25 Sep 2026), so a **weekly** run is usually enough.

What this Actor does **not** return: movable property (cars, jewellery, art) and memberships — the NTA listed none on the day the Actor was built, so their pages could not be verified; non-listed shares and other non-real-estate items; photos, maps, floor plans and the PDF notices; and any free-text remarks, because they can mention owners or occupants.

### Why scrape Japanese tax auction listings?

1. **Deal sourcing** — tax-auction real estate starts at the tax office's estimated price; reappraised listings (`listingStatus: "reappraised"`) have already had their price revised. Filter by prefecture and price band and review the official notice before bidding.
2. **Bidding calendar** — `bidStartAt`, `bidEndAt` and `bidOpeningAt` for every listing in one table, so you never miss a bidding window that only appears in a Japanese PDF notice.
3. **New-listing alerts** — schedule weekly with `changeTracking: "new_only"` and receive only listings that were not there last week, plus any whose price changed.
4. **Market research** — compare estimated prices per m² by municipality and land use, or track how many farmland vs. residential plots each bureau puts up for sale.
5. **AI agents / RAG** — let an LLM agent answer "Which houses are up for tax auction in Kanagawa under ¥10M, and when does bidding close?" through the Apify MCP server, with English field names, ISO dates and JPY integers it can reason over.

Note: buying at a Japanese tax auction requires bidding in Japanese procedures (deposit, documents, payment in full by the deadline; no handover is guaranteed by the government), and **farmland cannot be acquired without a permit under the Agricultural Land Act**. This Actor only reports the published listings.

### How to use it (no coding)

1. Click **Try for free**.
2. Choose **Property types** (all six by default) and, optionally, **Prefectures**, **Regional taxation bureaus** or a **price band**.
3. Set **Max results** — 20 by default; 1000 returns every current listing.
4. Keep **Include bidding dates and deposit** on to get the bidding period from each notice page.
5. Click **Start**, then export the results as JSON, CSV or Excel.
6. To monitor, create a **Schedule** (e.g. every Monday 09:00 JST) with **Change tracking** = `new_only` and Max results = 1000.

**Field notes**

- `municipality` is the city (市), Tokyo ward (区), designated-city ward (e.g. 新潟市南区) or district + town/village (e.g. 上水内郡飯綱町). Street, lot and house numbers are dropped on purpose; open `detailUrl` for the exact location.
- `isFarmland` follows the NTA farmland search category. On the result card, farmland is printed as 土地, so `propertyTypeJa` alone does not identify it. `farmlandCertificateRequired` is read from the notice and can also be `true` for a few plots in the `land` category whose land use is 田/畑.
- Detail fields (`bidStartAt` … `farmlandCertificateRequired`, `taxOfficeJa`) are `null` when `includeDetails` is `false` or a notice page failed (`detailFetched: false`).
- `price_changed` means the same listing ID now shows a different estimated price. A reappraised property that is re-announced under a new notice gets a new ID and appears as `new` with `listingStatus: "reappraised"`.
- `RUN_REPORT` (key-value store) holds per-type counts and a status code; with change tracking, `CHANGES` lists new, re-priced and removed listing IDs.

### How much does it cost?

Pay-per-event: a tiny start charge of $0.00005 (Apify's default Actor Start event, charged once per GB of memory; this Actor runs on 1 GB) plus a per-row price:

| Event | What it is | Price |
|---|---|---|
| Actor Start (`apify-actor-start`) | Once per run (per GB of memory) | $0.00005 |
| Result (`apify-default-dataset-item`) | Each property row returned | $0.003 (FREE and BRONZE plans) · $0.002 (SILVER and above) |

The default run (20 rows) costs $0.06 on the FREE plan. All current listings (154 on 2026-10-10) cost about $0.46 on FREE and $0.31 on SILVER. With `changeTracking: "new_only"`, weekly runs after the first return only new or re-priced listings — often none to a few dozen — and you pay only for rows returned. Reading notice pages (`includeDetails`) costs nothing extra.

### Integrations: API, MCP, and AI agents

This Actor is **read-only**: it only reads the public NTA auction pages, never logs in, never bids, never submits forms and never changes anything on the website. It is safe for AI agents to call autonomously.

#### API (curl)

```bash
curl -X POST "https://api.apify.com/v2/acts/datalab-jp~japan-nta-public-auction/run-sync-get-dataset-items?token=YOUR_APIFY_TOKEN" \
  -H "Content-Type: application/json" -d '{"propertyTypes": ["land_with_building", "condominium_unit", "building", "land", "farmland", "other_real_estate"], "maxItems": 20}'
```

#### Python

```python
from apify_client import ApifyClient
client = ApifyClient("YOUR_APIFY_TOKEN")
run = client.actor("datalab-jp/japan-nta-public-auction").call(run_input={"propertyTypes": ["land_with_building", "condominium_unit", "building", "land", "farmland", "other_real_estate"], "maxItems": 20})
items = client.dataset(run["defaultDatasetId"]).list_items().items
```

#### JavaScript

```javascript
import { ApifyClient } from 'apify-client';
const client = new ApifyClient({ token: 'YOUR_APIFY_TOKEN' });
const run = await client.actor('datalab-jp/japan-nta-public-auction').call({ propertyTypes: ['land_with_building', 'condominium_unit', 'building', 'land', 'farmland', 'other_real_estate'], maxItems: 20 });
const { items } = await client.dataset(run.defaultDatasetId).listItems();
```

The synchronous `run-sync-get-dataset-items` endpoint waits up to 300 seconds. The default run took about 10 seconds; all 154 listings with notice pages took about 70 seconds in testing.

#### Use with AI agents (MCP)

Through the [Apify MCP server](https://mcp.apify.com), an agent (Claude, ChatGPT, Cursor, LangChain…) can discover and call this Actor with natural-language intent such as "List Japanese government tax-auction houses in Saitama and their bidding deadlines". Useful arguments for agents: `prefectures` (English names work, e.g. `["Saitama"]`), `propertyTypes` (e.g. `["land_with_building"]`), `maxPriceJpy`, and `maxItems: 1000` for the full list. Dates are ISO 8601 with the JST offset and prices are JPY integers, so the agent does not have to parse Japanese era dates.

### FAQ

**Is scraping the NTA auction site legal?**
The NTA's site terms (https://www.nta.go.jp/chuijiko/copy.htm, checked 2026-10-10) list the public-auction site (koubai.nta.go.jp) among the sites covered by the **Public Data License 1.0** (公共データ利用規約 第1.0版), which allows reuse, including commercial reuse, on condition that the source is credited and edited content is marked as edited. Every row carries that credit in `source`. The site has no robots.txt and no clause against automated access. The Actor reads only publicly listed pages at a low rate (at most 3 parallel requests with pauses) and returns property facts only. Map images on the site are licensed by Zenrin for non-commercial viewing only and are never fetched. You are responsible for using the data in line with applicable law.

**Does the output contain personal information?**
No owner, debtor or occupant names are returned. The location is cut to the municipality, and the free-text remarks of the notice pages (which can describe the owner's circumstances or occupants) are not parsed or stored. Photos and PDF notices are not fetched.

**Can I use it through the API?**
Yes — see the curl, Python and JavaScript examples above. Results can also be exported as JSON, CSV, Excel or sent to webhooks, Google Sheets, Slack and more via Apify integrations.

**Can AI agents use this Actor?**
Yes. It is read-only and returns English field names, ISO dates and JPY integers; see *Use with AI agents (MCP)* above.

**Can foreigners bid?**
The NTA's rules apply, not this Actor's; check the notice (`detailUrl`) and the NTA's guidance for participants. Farmland requires a permit under the Agricultural Land Act (the notice asks for a 買受適格証明書), so it is generally not available to buyers who do not farm in Japan.

**Why did I get 0 rows?**
Check `RUN_REPORT` in the run's key-value store: its `status` and `hint` explain it. Common causes: the whole country has only about 150 listings, so a single prefecture or a narrow price band often matches nothing (`filters_matched_nothing`); `other_real_estate` is usually empty (`no_listings`); or, with `changeTracking: "new_only"`, nothing new was published since the last run (`no_changes`).

**How does change tracking work?**
The Actor stores the listing IDs and prices in a named key-value store in your Apify account (`stateStoreName`). Each combination of property types and filters has its own snapshot. Listings cut by `maxItems` or a spending limit are not recorded, so they are reported on a later run instead of being missed. Listings that disappear (sold, withdrawn or closed) are reported only when every list page was read successfully.

**Do I need a proxy?**
No. The NTA site answered direct requests from a Japanese connection and from Apify's datacenter IPs in October 2026. If you enable Apify Proxy without choosing a group, the Actor uses Japanese residential IPs as a precaution.

# Actor input Schema

## `propertyTypes` (type: `array`):

Which kinds of seized real estate to return, e.g. \['land_with_building', 'condominium_unit'] for houses and flats or \['farmland'] for agricultural land. Values: land_with_building (土地付建物), condominium_unit (区分所有建物), building (建物), land (土地, excluding farmland), farmland (農地) and other_real_estate (その他不動産). Defaults to all six when omitted or empty, read in that order. Farmland cannot be bought without a farmland permit (see isFarmland and farmlandCertificateRequired in the output).

## `prefectures` (type: `array`):

Only return properties in these prefectures, e.g. \['Tokyo', 'Kanagawa'] or \['千葉県', '埼玉']. English names (Hokkaido, Osaka, Okinawa …) and Japanese names with or without 都/道/府/県 both work. Defaults to the whole country when omitted or empty. The whole of Japan typically has only about 150 tax-auction listings at a time, so a single prefecture often has none; RUN_REPORT says so when that happens.

## `taxBureaus` (type: `array`):

Only return properties sold by these regional taxation bureaus, e.g. \['tokyo'] or \['kanto-shinetsu', 'nagoya']. Values: tokyo, kanto-shinetsu, osaka, sapporo, sendai, nagoya, kanazawa, hiroshima, takamatsu, fukuoka, kumamoto, okinawa. Defaults to all bureaus when omitted or empty. A bureau covers several prefectures (kanto-shinetsu = Ibaraki, Tochigi, Gunma, Saitama, Niigata, Nagano); use prefectures for a finer filter.

## `minPriceJpy` (type: `integer`):

Only return properties whose estimated price (見積価額, the minimum bid) is at least this many yen, e.g. 1000000 (¥1M) or 5000000 (¥5M). Whole yen, no commas or currency signs. Leave empty for no lower limit (default). Combine with maxPriceJpy for a price band.

## `maxPriceJpy` (type: `integer`):

Only return properties whose estimated price (見積価額) is at most this many yen, e.g. 3000000 (¥3M) or 20000000 (¥20M). Whole yen, no commas or currency signs. Leave empty for no upper limit (default). Many rural plots start below ¥500,000, while houses in cities can exceed ¥100M.

## `maxItems` (type: `integer`):

Maximum number of property rows returned, e.g. 20 for a quick look or 1000 for every current listing (about 150 nationwide on 2026-10-10). Each returned row is one billable result, so this is your main cost control. Defaults to 20 when omitted; accepts 1–1000. With change tracking on, set it high enough to cover all matching listings, otherwise listings beyond the cap are reported as new on a later run.

## `includeDetails` (type: `boolean`):

Reads each listing's official notice page to add the bidding period, bid-opening date, deposit, sale-unit number, notice number, payment deadline, nearest station and the farmland-certificate flag, e.g. true for bidding calendars or false for a fast price/area list. Costs nothing extra but adds one page request per returned row. Defaults to true when omitted. Rows whose notice page fails keep the list-level fields and show detailFetched=false.

## `changeTracking` (type: `string`):

Compares this run with the snapshot saved by your previous run, e.g. 'new_only' for a weekly new-listing alert or 'all_with_flags' for the full list with a changeType column. 'off' saves nothing; 'all_with_flags' returns every row with changeType first_run/new/price_changed/unchanged; 'new_only' returns everything on the first run, afterwards only new and re-priced listings. Defaults to 'off'. Listings that left the site go to the CHANGES record.

## `stateStoreName` (type: `string`):

Name of the key-value store in your Apify account where the change-tracking snapshot is kept, e.g. 'japan-nta-public-auction-state' or 'tokyo-houses-weekly'. Letters, digits and hyphens only (max 63). Defaults to 'japan-nta-public-auction-state'. Only used when changeTracking is not 'off'; each combination of property types and filters keeps its own snapshot inside the store.

## `maxConcurrency` (type: `integer`):

How many notice pages are requested at the same time, e.g. 2 (default) or 1 for the gentlest crawl. This is a government website, so the limit is deliberately low. Defaults to 2 when omitted; accepts 1–3. Each worker also pauses 0.5 s after every page.

## `proxyConfiguration` (type: `object`):

Proxy settings, e.g. no proxy (default) or Apify Proxy with Japanese residential IPs. The NTA site answered direct requests, including from Apify's datacenter IPs, when tested in October 2026, so no proxy is needed. Defaults to a direct connection when omitted. If you enable Apify Proxy without choosing a group, Japanese residential IPs are used as a precaution.
