# ADA Title II Website & PDF Accessibility Auditor (`dennydevelops/gov-accessibility-auditor`) Actor

Audit a government, school or business website for accessibility: every linked PDF checked for PDF/UA basics (tagged, scanned, language, title, bookmarks) and every page for WCAG basics. Site-wide pass rates for ADA Title II planning.

## Pricing

Pay per event + usage

This Actor is paid per event and usage. You are charged both the fixed price for specific events and for Apify platform usage.

## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## ADA Title II Website & PDF Accessibility Auditor

Audit a **government, school or business website** for accessibility in one run. The Actor crawls the site, checks **every linked PDF** against the machine-checkable **PDF/UA basics** and **every page** against core **WCAG** checks, then gives you **site-wide pass rates and the top issues**.

Built for cities, counties, school districts, special districts and universities preparing for the **ADA Title II web accessibility rule**, and for the consultants and remediation vendors who serve them. Most of the backlog is PDFs: agendas, budgets, forms and notices.

### What it checks

**PDFs** (downloaded and parsed, no browser):

- **Untagged** (no structure tree), critical
- **Image-only / scanned** (no selectable text), critical
- **Fillable form in an untagged PDF**, critical
- **Password-protected** or unreadable, critical
- **No document language**, serious
- **No document title**, serious; title not displayed, moderate
- **Long document without bookmarks**, moderate

**Web pages:**

- Images without alt text, critical
- Links with no accessible text, serious
- Form fields without labels, serious
- Missing page language or `<title>`, serious
- No `<h1>`, moderate

### Example result (real run, section508.gov, 41 pages)

51 PDFs found, 18 checked: **1 failing (pass rate 94%)**; 2 of 41 pages with at least one issue. Top issues: pages without an `<h1>`, missing page language, PDF titles not displayed, PDFs without bookmarks.

### Input

```json
{"startUrls": ["https://www.examplecounty.gov/"], "maxPages": 300, "maxPdfs": 500, "onlyFailingItems": false}
```

### Output

One row per page and per PDF:

```json
{
  "type": "pdf",
  "url": "https://www.example.gov/media/…/notice.pdf",
  "foundOn": "https://www.example.gov/notices",
  "sizeKB": 212,
  "pages": 1,
  "tagged": false,
  "hasText": true,
  "language": null,
  "title": null,
  "displayDocTitle": false,
  "hasBookmarks": false,
  "hasFormFields": false,
  "issues": [
    {"code": "untagged", "severity": "critical", "message": "PDF is not tagged (no structure tree), so screen readers cannot follow headings, lists or tables."},
    {"code": "no-language", "severity": "serious", "message": "Document language is not set."},
    {"code": "no-title", "severity": "serious", "message": "Document has no title in its metadata."}
  ],
  "criticalIssues": 1,
  "passesBasicChecks": false
}
```

The run's `OUTPUT` record has the site summary: PDFs found, checked and failing, untagged and image-only counts, PDF and page pass rates, and the top issues.

### Pricing (pay per event + usage)

| Event | Price | When |
|---|---|---|
| `apify-actor-start` | $0.001 | Once per run |
| `pdf` | $0.002 | One PDF checked |
| `page` | $0.0005 | One web page checked |

Example: a county site with 300 pages and 500 PDFs ≈ $1.15. Plus Apify platform usage (PDF parsing; typically a few cents per large site).

### Important

These are automated checks of machine-detectable failures. A PDF that passes can still have issues only a person can judge (reading order, alt-text quality, table structure, colour contrast). Use the results to size and prioritise the work; full conformance needs manual review. Some sites block automated visitors; the run then fails with a clear message.

# Actor input Schema

## `startUrls` (type: `array`):

e.g. https://www.examplecounty.gov. Subdomains of the same site are included.

## `maxPages` (type: `integer`):

Pages crawled to find PDFs (and checked, if enabled).

## `maxPdfs` (type: `integer`):

PDFs downloaded and checked.

## `maxPdfSizeMb` (type: `integer`):

Larger PDFs are skipped and counted.

## `checkHtmlPages` (type: `boolean`):

WCAG basics on each page: language, title, image alt text, empty links, unlabelled form fields, h1.

## `onlyFailingItems` (type: `boolean`):

Passing pages/PDFs are still checked (and billed) but left out of the results.

## `maxConcurrency` (type: `integer`):

Parallel page requests (be gentle with small government servers).

## Actor input object example

```json
{
  "startUrls": [
    "https://www.section508.gov/"
  ],
  "maxPages": 200,
  "maxPdfs": 200,
  "maxPdfSizeMb": 25,
  "checkHtmlPages": true,
  "onlyFailingItems": false,
  "maxConcurrency": 5
}
```

You can run this Actor programmatically using our API. Below are code examples in JavaScript, Python, and CLI, as well as the OpenAPI specification and MCP server setup.

## JavaScript example

```javascript
import { ApifyClient } from 'apify-client';
// Initialize the ApifyClient with your Apify API token
// Replace the '<YOUR_API_TOKEN>' with your token
const client = new ApifyClient({
    token: '<YOUR_API_TOKEN>',
});
// Prepare Actor input
const input = {
// Run the Actor and wait for it to finish
const run = await client.actor("dennydevelops/gov-accessibility-auditor").call(input);
// Fetch and print Actor results from the run's dataset (if any)
console.log('Results from dataset');
console.log(`💾 Check your data here: https://console.apify.com/storage/datasets/${run.defaultDatasetId}`);
const { items } = await client.dataset(run.defaultDatasetId).listItems();
