- When VIES reports a busy or unavailable member state, the number is asked again. If VIES still gives no answer, `vatValid` is `null` and `riskFlags` says the VAT number is unverified; such rows used to show an invalid VAT number with a risk flag and were charged for the VIES check.

- The risk flag for an invoice account that is not among the published ones names the CZK 540,000 limit from Section 109 of the Czech VAT Act.
