Requests keep Job Bank's 5-second crawl delay, and a new-only mode turns a scheduled run into a daily job alert.

*Fixes*

- With several keywords, jobs from the rest of a results page are no longer skipped when one search reaches its share of **Maximum rows**; they come in the next round.
- When Job Bank answers with HTTP 403 or a verification page, the run stops requesting at once and finishes with the jobs it has, saying so in the log, the `SUMMARY` record and the run status. It used to pause 5 minutes and try again.
- In new-only mode, jobs cut off by the spending limit are no longer counted as returned.
