- After a store limits the request rate, the actor now slows down and stops reading that store instead of switching IP addresses. The store gets the status `blocked`, and the status message names it.

*Fixes*

- Each store's `robots.txt` is now read first and followed. A store whose `robots.txt` disallows its store details and product feed gets a free row with the new status `robots_disallowed`. When `robots.txt` answers with a server error or not at all, the store is skipped as `unreachable`. The `SUMMARY` record counts the robots.txt checks.
