## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## New Contractor Licenses: WA & NY Contractor Leads

**Every newly licensed contractor in Washington and New York, from the official state lists, updated daily:**

- **Washington:** contractor licenses of the Department of Labor & Industries (construction, electrical, plumbing, elevator), with the business, phone, address, specialties, principal and UBI number;
- **New York:** the contractor registry of the Department of Labor (every contractor that works on public works), with the business, phone, address, and flags for MWBE ownership, debarment and outstanding wage assessments.

No account, no API key, no proxies: the data comes from data.wa.gov and data.ny.gov, the open data portals of both states.

### Who uses it

- **Suppliers and distributors** (lumber, electrical, plumbing, HVAC, tools, equipment rental): new contractors setting up shop.
- **Contractor insurance, bonding, financing, software and accounting:** a new license is the moment they buy.
- **General contractors and public-works bidders:** new subcontractors with their license and compliance flags.

### What you get

One record per license:

| Field | Example |
|---|---|
| `source`, `jurisdiction` | `washington`, Washington |
| `licenseNumber`, `licenseType`, `specialties` | APEXPPB745PA, CONSTRUCTION CONTRACTOR, \["GENERAL"] |
| `businessName`, `dbaName`, `businessType`, `principals` | APEX PREMIER BUILDERS LLC, Limited Liability Company, \["GILLIHAN, JASON DANIEL"] |
| `phone`, `street`, `city`, `state`, `zip` | 360-965-5463, 16957 158TH PL SE, MONROE, WA, 98272 |
| `issuedDate`, `expirationDate`, `status` | 2026-10-01, 2028-10-01, ACTIVE |
| `businessId` | Washington UBI number |
| `mwbeOwned`, `debarred`, `outstandingWageAssessments` | New York: minority or women-owned business, debarment and wage flags |
| `verifyUrl`, `sourceUrl`, `retrievedAt` | Washington L\&I verification page, the dataset, when it was read |
| `change` | With *Only new*: `new` or `updated` |

### Input

New contractors in both states this week:

```json
{
  "sources": ["washington", "new-york"],
  "issuedWithinDays": 7,
  "maxResults": 50
}
```

New electrical contractors in Washington this month:

```json
{
  "sources": ["washington"],
  "issuedWithinDays": 30,
  "keywords": ["ELECTRICAL"]
}
```

New contractors around Seattle (ZIP codes 980) with a phone:

```json
{
  "sources": ["washington"],
  "issuedWithinDays": 14,
  "zipCodes": ["980"],
  "onlyWithPhone": true
}
```

| Field | What it does |
|---|---|
| `sources` | `washington`, `new-york`. Empty = both. |
| `issuedWithinDays` | Licenses issued in the last N days (30 by default). |
| `keywords` | Words in the license type, specialties or business name (ELECTRICAL, PLUMBING, ROOFING...). |
| `cities`, `zipCodes` | Business address; ZIP codes take 5 digits or the first 3. |
| `onlyWithPhone`, `includeInactive` | Only licenses with a phone; also licenses that are not active. |
| `maxResults` | Licenses saved, newest first (1,000 by default). |
| `onlyNew` + `memoryName` | For daily runs: only licenses earlier runs of the same search did not save, or whose status, phone or address changed. The memory lives in a key-value store named `us-contractor-licenses-state`. |
| `appToken` | Free Socrata app token, optional. |

### How much it costs

Pay per event: **only for the licenses saved**. Measured on 2026-10-02: Washington issued 947 contractor licenses in September 2026; a week of both states is about 400 licenses (164 in Washington and 235 in New York), all with a phone, read in a few seconds.

### Use it from AI agents (MCP)

Claude, ChatGPT, Cursor and any other MCP client can run this Actor as a tool: add `https://mcp.apify.com?tools=digital_influx/us-contractor-licenses` as a remote MCP server and sign in with your Apify account. It is also one of the tools of US & UK Public Records MCP (`digital_influx/public-records-mcp`), by the same author, made for agents.

### Good to know

- **The New York registry is for public work:** every contractor and subcontractor on a public work project must register; it is not a trade license, and it is renewed every two years, so new certificates include renewals of existing businesses.
- **Keywords** match the license type, specialties and business name, so a construction contractor called "XYZ Electrical" appears under ELECTRICAL.
- **Phones are the business phones the states publish.** Follow the TCPA and state rules for calls and texts.
- **Requests:** one a second per portal, as their robots.txt asks.

### Sources and attribution

- **Washington:** Washington State Department of Labor & Industries, "L\&I Contractor License Data - General", data.wa.gov (dataset m8qx-ubtq), Open Data Commons Public Domain Dedication and License.
- **New York:** New York State Department of Labor, "Contractor Registry Certificate", data.ny.gov (dataset i4jv-zkey), under the OPEN-NY Terms of Use.

Neither state endorses this Actor or the uses of its results.

# Actor input Schema

## `sources` (type: `array`):

State lists to read. Empty = both.

## `issuedWithinDays` (type: `integer`):

Licenses issued in the last N days.

## `keywords` (type: `array`):

Words to find in the license type, specialties or business name, e.g. ELECTRICAL, PLUMBING, ROOFING, HVAC.

## `cities` (type: `array`):

Cities of the business address, e.g. Seattle, Buffalo.

## `zipCodes` (type: `array`):

5-digit ZIP codes, or their first 3 digits for a wider area.

## `onlyWithPhone` (type: `boolean`):

Save only licenses that have a business phone.

## `includeInactive` (type: `boolean`):

Also save licenses whose status is not active (expired, suspended, revoked). Off by default.

## `maxResults` (type: `integer`):

Licenses saved in this run, newest first. You also never pay more than the spending limit you set for the run.

## `onlyNew` (type: `boolean`):

Save only licenses that earlier runs of this same search did not save, or whose status, phone or address changed since. Schedule it daily. The memory lives in a key-value store named "us-contractor-licenses-state" in your account.

## `memoryName` (type: `string`):

By default each search has its own memory. Give a name to share one memory between tasks, or a new name to start over.

## `appToken` (type: `string`):

Without a token, the portals share a request limit per IP address. A free app token from any Socrata portal gives you your own limit. Only needed if a run reports a refused request.
