## Pricing

from $21.00 / 1,000 award results

This Actor is paid per event. You are not charged for the Apify platform usage, but only a fixed price for specific events.
Since this Actor supports Apify Store discounts, the price gets lower the higher subscription plan you have.

## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Etimad Award Results — Saudi Tender Winners, Bids & Prices

See who bid on Saudi government tenders, what each company offered, who won and the final award value. The data comes from [Etimad](https://tenders.etimad.sa), the Ministry of Finance procurement platform, and you get it back as clean JSON, CSV or Excel.

### Who uses this

- **Bid teams** price their next offer against what competitors actually bid.
- **Sales teams** find which companies win in their sector, and which agencies buy what.
- **Analysts** track award values by agency, activity and region over time.
- **Competitor tracking:** enter a company name and get every tender where it bid or won.

### What you get

One row per tender with published results:

```json
{
  "tenderName": "اشتراك في منصة قانونية",
  "agencyName": "...",
  "tenderTypeName": "شراء مباشر",
  "lastOfferPresentationDate": "2026-09-22T09:00:00.000Z",
  "awardStatus": "awarded",
  "awardType": "ترسية كاملة",
  "bidderCount": 4,
  "lowestOfferSar": 18400,
  "lowestBidderName": "شركة عدالة لتقنية نظم المعلومات شركة شخص واحد",
  "totalAwardSar": 18400,
  "winnerIsLowestBidder": true,
  "currency": "SAR",
  "winners": [
    { "supplierName": "شركة عدالة لتقنية نظم المعلومات شركة شخص واحد", "offerSar": 18400, "awardSar": 18400 }
  ],
  "bidders": [
    { "supplierName": "...", "offerSar": 18400, "technicalResult": "مطابق" }
  ],
  "url": "https://tenders.etimad.sa/Tender/DetailsForVisitor?STenderId=..."
}
```

- `bidders` lists every company that submitted an offer, with its financial offer and the technical result (`مطابق` means compliant).
- `winners` lists the awarded companies with the award value. The award value can differ from the offer after negotiation.
- `winnerIsLowestBidder` tells you at a glance whether the cheapest offer won. Often it did not.
- All amounts are Saudi riyals (SAR).
- Tender fields match our [Etimad Tender Radar](https://apify.com/dottti/etimad-tender-radar), so you can join the two datasets on `tenderId` or `referenceNumber`.

### How to use it

1. Pick an **offer deadline window**. Results are usually published a few weeks after the deadline. The default is 30 to 120 days ago.
2. Narrow it with **activity**, **region**, **tender type**, **agency** or **keywords**. Arabic spelling variants all match, including Persian letters that appear in some agency names.
3. Optional: enter a **competitor name** in "Supplier name contains".
4. Set **Maximum award results** as your cost cap and run.

#### Example: IT awards in Riyadh over the summer

```json
{
  "offerDeadlineFrom": "2026-06-01",
  "offerDeadlineTo": "2026-09-15",
  "tenderActivityIds": ["9"],
  "tenderAreaIds": ["1"],
  "maxItems": 500
}
```

#### Example: every tender a competitor bid on

```json
{
  "offerDeadlineFrom": "2026-04-01",
  "offerDeadlineTo": "2026-09-30",
  "supplierContains": "شركة بيم ديجيتال",
  "maxItems": 200,
  "maxTendersChecked": 20000
}
```

#### Monthly report

Save your filters as a task and add a monthly schedule. Each run then returns last month's awards for your sector.

### Pricing

- **Award result:** $0.03 per tender with published results delivered to your dataset ($30 per 1,000).
- **Tender checked:** $0.0003 per tender looked up on Etimad ($0.30 per 1,000). This covers the lookups that find no results yet.

A typical run of 500 award results checks about 600 tenders and costs about $15.18. `maxItems` and `maxTendersChecked` cap the cost of any run.

### How it works and limits

- Each tender needs its own lookup on Etimad, at about one per second. A run that checks 3,000 tenders takes roughly an hour. Narrow filters make runs faster.
- Etimad serves about 800 tenders per search. The Actor splits your date window into smaller pieces until each one fits. If a single day still has more than 800 tenders for your filters, the log tells you so. Add an activity or region filter to reach the rest.
- Etimad slows down bursts of requests. The Actor spaces requests out and retries with backoff.
- Data comes from Etimad's public visitor pages. No login, no credentials.
- Fields Etimad leaves empty come back as `null`.

### Development

```bash
npm install
npm test          # parser tests on real Etimad responses
node src/main.js  # local run, reads storage/key_value_stores/default/INPUT.json
```

# Actor input Schema

## `offerDeadlineFrom` (type: `string`):

Only tenders whose offer deadline (آخر موعد لتقديم العروض) falls on or after this date. Format YYYY-MM-DD. Leave empty for 120 days ago. Awards are usually published a few weeks after the deadline.

## `offerDeadlineTo` (type: `string`):

Only tenders whose offer deadline falls on or before this date. Format YYYY-MM-DD. Leave empty for 30 days ago.

## `keywords` (type: `array`):

Words to match against tender name, agency, branch and activity. Arabic is matched after normalisation, so alef/hamza, ة/ه and ى/ي spelling variants all match. Leave empty for every tender the other filters allow.

## `matchMode` (type: `string`):

any: keep a tender when at least one keyword matches. all: keep it only when every keyword matches.

## `supplierContains` (type: `string`):

Keep only tenders where a bidder or winner name contains this text, for example a competitor's company name. Normalised like keywords. Only matching tenders are billed as award results.

## `agencyContains` (type: `string`):

Keep only tenders whose agency or branch name contains this text. Normalised the same way as keywords. Example: أمانة

## `tenderTypeIds` (type: `array`):

Etimad tender type IDs. Verified against the live feed on 13 September 2026 with the tender counts shown.

## `tenderActivityIds` (type: `array`):

Etimad main activity IDs, read from the portal's own نشاط المنافسة lookup. Sub-activity IDs (for example 1919 خدمات الموانئ) are accepted here too. One query is issued per activity.

## `tenderAreaIds` (type: `array`):

Saudi administrative regions, as published by Etimad's own منطقة التنفيذ lookup. One query is issued per region.

## `includeNotAnnounced` (type: `boolean`):

Add tenders whose award has not been announced, with awardStatus not_announced. These rows are free.

## `maxItems` (type: `integer`):

Hard cap on delivered award results. You are charged per award result, so this is also your cost cap.

## `maxTendersChecked` (type: `integer`):

Each tender needs its own lookup on Etimad (about one per second). Each check costs $0.0003. This caps run time and cost when few tenders have results.

## `requestDelayMs` (type: `integer`):

Etimad returns HTTP 429 on bursts. Lower this only if you see the run is slower than you need and the logs show no 429s.

## `maxRetries` (type: `integer`):

Retries with exponential backoff when Etimad answers 429 or 5xx.
