## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Pakistan Government Tenders & Contract Awards (PPRA EPMS)

Get Pakistan federal government tenders and awarded contracts from the [PPRA e-Publish & Monitoring System](https://epms.ppra.gov.pk) (EPMS) as clean JSON, CSV or Excel. EPMS is run by the Public Procurement Regulatory Authority. Federal ministries, divisions, armed forces units and state-owned companies publish their tenders and contract awards there.

- **Open tenders** with closing date and time, opening time, bid security, bid validity, sector, procurement category, method and the buying office.
- **Contract awards** with the winning company, its address, the contract value and the tender value in PKR, the number of bids received and the signing date.
- **Filters** for keywords, sector, category, tender type, local or international, organization, city, date and minimum contract value.
- **Alerts**: turn on `onlyNew` and schedule it. Each run returns only records you have not received yet.

### Who uses this

- **Suppliers and contractors in Pakistan** see new federal tenders in their sector every morning.
- **Foreign exporters and their local agents** find international tenders and the agencies that buy their products.
- **Sales and bid teams** track which companies win contracts, at what price, and against how many bidders.
- **Analysts, journalists and consultancies** study federal spending by agency, sector and value.

### What you get

#### Notes on the fields

- **Money** is in Pakistani rupees (PKR), as a plain number. `Rs. 11,273,326.00` becomes `11273326`.
- **Times** are Pakistan time, ISO 8601 with `+05:00`. Dates are `YYYY-MM-DD`.
- **Text stays as published.** Spelling and capital letters are kept as the agency typed them.
- **Detail fields** (office address, procedure, bid security, tender value, bids received) need `includeDetails`, which is on by default.
- **Contact data.** The named contact person, email and phone are left out unless you turn on `includeContactPerson`. Some of these are personal addresses.
- **Missing values** are `null`. The Actor never fills a gap with a guess.

### Input

| Field | What it does |
| --- | --- |
| `recordTypes` | `tenders`, `awards` or both. Default: tenders. |
| `keywords` | Words the portal searches in tender and contract text, for example `solar` or `vehicle`. |
| `matchMode` | `any` (default) or `all`. |
| `sectors` | PPRA sectors such as Info and Comm Tech, Health/Medicines, Civil Works or Vehicles. |
| `procurementCategories` | `goods`, `works`, `consultancy`, `nonConsultancy`. |
| `tenderTypes` | `tender`, `prequalification`, `rfp`, `eoi`. |
| `tenderNature` | `any`, `local` or `international`. |
| `organizationContains` | For example `WAPDA`, `NHA` or `Ministry of Health`. |
| `cityContains` | For example `Islamabad` or `Karachi`. |
| `publishedSince` | Skip records advertised before this date, `YYYY-MM-DD`. |
| `minContractValuePkr` | Keep awards worth at least this amount. |
| `includeDetails` | Opens each record for the detail fields. On by default. |
| `onlyNew` | Skip records delivered in earlier runs. Use with a schedule. |
| `stateKey` | A separate memory per alert when you run several. |
| `maxItems` | Hard cap on delivered tenders, and separately on delivered awards. Default 100. |

#### Example: IT tenders, international only

```json
{
  "recordTypes": ["tenders"],
  "sectors": ["14"],
  "tenderNature": "international",
  "maxItems": 200
}
```

#### Example: awards of 50 million rupees or more

```json
{
  "recordTypes": ["awards"],
  "minContractValuePkr": 50000000,
  "maxItems": 500
}
```

### Daily alert

1. Set your filters and turn on `onlyNew`. Give the alert a name in `stateKey`, for example `solar-tenders`.
2. Click **Save as a new task**.
3. In the task, open **Schedules** and add a daily schedule, for example 07:00 Pakistan time.
4. Add an integration (email, Slack, webhook, Google Sheets) to the task if you want the new rows sent to you.

Each run then returns only the tenders and awards published since the last run. The first run returns everything that matches, up to `maxItems`.

### Pricing

- **Tender delivered:** $0.005 per tender that passes your filters and is stored in your dataset ($5 per 1,000).
- **Award delivered:** $0.012 per contract award with its winner and value stored in your dataset ($12 per 1,000).

Filtering is free. You pay only for records delivered. `maxItems` caps the cost of any run.

### Limits

- EPMS covers federal procurement under PPRA rules. Provincial portals (Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan) are separate and are not included.
- On 21 October 2026 the portal listed 2,188 active tenders and 880 contract awards. 87 of the active tenders were advertised on 20 and 21 October.
- The tender list holds active tenders only. Closed tenders and the tender history are not read.
- Each list page holds 50 rows. The Actor counts the rows it reads against the total the portal reports and stops when they match, when a page is empty, or at `maxPages` (default 60, enough for every active tender).
- The portal searches one keyword at a time. With several keywords and `any`, the Actor runs one search per keyword and removes duplicates. With `all`, the portal searches the first keyword and the Actor checks the others on the list fields.
- The tender list is roughly newest first. With `onlyNew`, the Actor stops after two list pages in a row with nothing new.
- Tender documents are not offered for download on the public pages. Award letters are linked as PDFs in `awardDocumentUrl` and are not downloaded.
- The Actor waits at least 1 second between requests and retries with backoff on HTTP 429, 5xx and network errors. If the portal blocks a cloud IP, it switches to a proxy by itself.
- Data comes from the public pages of epms.ppra.gov.pk. No login is used.
