## EU Tender Gap

Four data bands on the EU TED procurement index: grain, not raw data.

### Data

- **Source:** TED (Tenders Electronic Daily)
- **License:** CC BY 4.0 (EUR-Lex Decision 2011/833/EU)
- **Volume:** 224,940 records over 64 days
- **Strips:** Contractor email, buyer email removed before delivery

### The Four Bands

#### gaps

Lots with zero bids. Procurement failures: where the market did not show up. Narrow the market failure diagnosis: which CPVs, which countries, which buyer types are most likely to fail?

#### expiring

Contracts with a known expiration date (field BT-537). Preparation for re-tender: signal when renegotiation should begin, and map the CPV×country demand that will reset.

#### hunger

Country × CPV demand map. Which combinations are undersupplied? Aggregated across all lots, all contracts. Identify gaps before suppliers plan capacity.

#### archive

Tender documentation archived at procurement completion. Specifications, clauses, evaluation criteria, awarded supplier names, contract values. Proof for due diligence, forensics, and pattern discovery.
