## Pricing

from $6.40 / 1,000 announcement with details

This Actor is paid per event. You are not charged for the Apify platform usage, but only a fixed price for specific events.
Since this Actor supports Apify Store discounts, the price gets lower the higher subscription plan you have.

## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Poland EU Funds Tenders API – Baza Konkurencyjności

**Poland EU funds tenders API**: search **zapytania ofertowe** published in the official Polish [Baza Konkurencyjności Funduszy Europejskich](https://bazakonkurencyjnosci.funduszeeuropejskie.gov.pl) by beneficiaries of EU funds under the competitiveness principle (zasada konkurencyjności). Filter by publication date, status, CPV code, voivodeship, category, contracting entity and submission deadline, and optionally fetch full announcement details. Use it for B2G lead generation, tender monitoring and market research; export CSV, JSON or Excel. Contact persons and other personal data are removed. Polski opis: **baza konkurencyjności** — **zapytania ofertowe** z funduszy europejskich (CPV, województwo, status, termin składania); bez danych kontaktowych osób.

### What data can you get

Every row has the announcement ID, title, status, contracting entity name, publication date, submission deadline, place of fulfilment, a short content snippet, the portal URL, and the attribution fields `source`, `retrievedAt` and `processingNote`.

With `includeDetails`, rows also contain the announcement number, version ID, first and current version publication dates, planned contract signing date, whether partial offers are allowed, the contracting entity (name, NIP, voivodeship, poviat, commune, locality, country), EU projects (name and number), orders (title, estimated value in PLN when published, category, subcategory, CPV codes, places, description, participation conditions, evaluation criteria), flat lists of CPV codes, voivodeships and categories, the sum of published estimated values, supplementary orders, contract change terms and attachment links. Free-text fields longer than 20,000 characters are cut and `textTruncated` is set. If a detail request fails, the row keeps the search fields and `detailError` explains why.

### How to use

1. Choose a publication date window (`lastDays` or `dateFrom`/`dateTo`) and statuses.
2. Add filters: CPV codes, regions, category, query, contracting entity, deadline range or `onlyOpen`.
3. Set `maxItems` and decide whether you need `includeDetails`.
4. Run the Actor and export the dataset as JSON, CSV or Excel, or read it via the Apify API.

```json
{
  "category": "SERVICES",
  "subcategory": "Usługi IT",
  "regions": ["mazowieckie"],
  "onlyOpen": true,
  "includeDetails": true,
  "maxItems": 20
}
```

More inputs are in `examples/`.

### Input

  "category": "SERVICES",
  "subcategory": "Usługi IT",
  "regions": ["mazowieckie"],
  "onlyOpen": true,
  "includeDetails": true,
  "maxItems": 20
}
```
Construction CPV last 30 days (each announcement once with `onlyNew`):
```json
{
  "lastDays": 30,
  "cpvCodes": ["45000000-7"],

### Pricing (pay per event)

| Event | Price (USD) | When |
| --- | --- | --- |
| `announcement` | 0.003 | Each row from search results, including rows whose detail request failed. |
| `announcement-with-details` | 0.008 | Each row with successfully fetched details. |

Each dataset row is charged exactly once. Skipped `onlyNew` IDs are not charged. Set a maximum charge per run in Apify to cap spending.

### Use cases

- **B2G lead generation**: suppliers and service companies find EU-funded purchase requests by CPV and region.
- **Tender monitoring**: schedule daily runs with `onlyNew` and send new announcements to email, Slack or a CRM via webhooks.
- **Market research**: analyse demand by category, region or programme project.
- **AI agents**: give an agent structured, current zapytania ofertowe through the Apify API or MCP.

### FAQ

**Is there an API for Baza Konkurencyjności / Polish EU-funds tenders?** The portal exposes a public JSON interface used by the website. This Actor turns those live **zapytania ofertowe** into a filterable table (CPV, region, status, deadline, optional details) callable from the Apify API, with CSV/JSON/Excel export.

**How do I export Baza Konkurencyjności announcements to CSV or Excel?** Set the date window (`lastDays` or `dateFrom`/`dateTo`), optional CPV/region/category filters, `maxItems`, run the Actor, then download the dataset as CSV or Excel from the run page or via the Apify API.

**Do you include contact persons, e-mails or phone numbers?** No. Contact persons (names, e-mails, phones), attachment uploaders and similar personal data are removed; e-mails and phones in free text are replaced with `[redacted]` (see FAQ below for details).

**What is the difference vs BZP or TED scrapers?** BZP and TED cover tenders under the Public Procurement Law. **Baza Konkurencyjności** covers purchases by EU-fund beneficiaries under the competitiveness principle, usually below those thresholds — a different legal track and portal.

**Where does the data come from?** From the public JSON interface used by the Baza Konkurencyjności website, read at run time. No login is used.

**Is reuse allowed?** The portal regulations (Regulamin, chapter II point 5) allow reuse of the content on the Ministry's public-sector-information conditions: name the source with the full ministry name, give the retrieval date, and say whether the information was processed. Every row therefore carries `source` (Ministerstwo Funduszy i Polityki Regionalnej), `retrievedAt`, and `processingNote`. Keep these fields when you republish the data. Under the regulations, whoever reuses the data is responsible for that reuse.

**What personal data is removed?** Contact persons (names, emails, phones), names of attachment uploaders, internal user IDs, the street, building number and postcode of the contracting entity, and its identifier unless it is a NIP. Email addresses and phone numbers in free text are replaced with `[redacted]`, and so are the names of the listed contact persons and uploaders and any two-word capitalised name written right before an email or phone. Other personal names inside free text (for example inflected forms or names without contact details next to them) cannot be removed reliably. `advertiserName` is the contracting entity as published, which may be a sole trader's business name. Attachments are links to the portal and are not downloaded or scanned.

**How fresh is the data?** It is read live from the portal during each run.

**Are there result limits?** The portal returns at most 10,000 results per search. The Actor splits the publication date window into smaller windows until each fits, so large ranges still work. Because of this split, `sortOrder` applies within each window, and windows run newest first. If a single day had more than 10,000 results, only the first 10,000 would be reachable; the run log warns about it.

**How fast is it?** Up to 1 request per second by default (max 2), one at a time, with retries and backoff on errors. Search returns 100 rows per request; details need one request per row.

**How is this different from BZP or TED?** Baza Konkurencyjności covers purchases by EU-fund beneficiaries under the competitiveness principle, usually below the thresholds of the Public Procurement Law. Tenders under that law are published in BZP and TED, not here.

**Does `onlyNew` detect updates?** No. It remembers announcement IDs (most recent 50,000), so a new version of an already delivered announcement is not returned again. Runs sharing a `stateKey` must not overlap.

### Integrations

Use the Apify API and clients to start runs and read datasets, schedules for daily monitoring, webhooks to push results to other systems, and the Apify MCP server to let AI agents call the Actor.

### Development

```bash
python -m pytest -q                     # offline tests
apify run --input-file examples/smoke-5.json
examples/run-local-ppe.sh examples/smoke-5.json   # simulated pay-per-event prices
```

`apify run` works locally without logging in. `examples/run-local-ppe.sh` sets `ACTOR_TEST_PAY_PER_EVENT=true` and `APIFY_ACTOR_PRICING_INFO` from `examples/pricing_info.local.json`.
