- Mark `stateKey` as `isSecret` (and drop schema default/pattern; secret fields cannot have defaults or pattern) so Actor quality Insights no longer flags SENSITIVE_PROPERTIES_WITHOUT_SECRET_FLAG.

- First version: Polish land parcels by TERYT parcel ID, precinct name and number, or WGS84 point, from the GUGiK ULDK service: administrative units with TERYT codes, area computed from the boundary, centroid, bounding box and optional GeoJSON boundary.

- Zoning from the national planning register (Rejestr Urbanistyczny) WFS: local plans (MPZP) with status, adopting resolution and links to the text and drawing, general plan (POG) zones with building limits, infill and downtown areas, each with the share of the parcel it covers.

- The legacy KIMPZP WMS (being switched off, inconsistent municipal output) is not used.

- Pay per event: `parcel` and `parcel-with-zoning`.

- "Only new or changed" mode, resumable runs that never charge a parcel twice, register outage detection that still delivers parcels.

- No personal data: no owners, no land and mortgage register.
