# EU Import Cost Checker: EUR 3 parcel duty, VAT, HS codes (`factline/eu-import-cost-checker`) Actor

Since July 2026 EU parcels under EUR 150 pay EUR 3 duty per distinct tariff code plus import VAT. Give products from 1688, Taobao, AliExpress or Temu: get HS codes, EUR value (ECB rate) and duty and VAT per parcel for any EU country. Pay per item.

## Pricing

from $3.50 / 1,000 item costeds

This Actor is paid per event. You are not charged for the Apify platform usage, but only a fixed price for specific events.
Since this Actor supports Apify Store discounts, the price gets lower the higher subscription plan you have.

## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## EU Import Cost Checker (EUR 3 parcel duty)

**EU Import Cost Checker** calculates what EU customs will charge on your parcels from China under the new rule. Since **1 July 2026** parcels under EUR 150 are no longer duty-free: every consignment of up to EUR 150 from outside the EU pays **EUR 3 customs duty per item of a distinct tariff classification** (Council Regulation (EU) 2026/382, until 1 July 2028), on top of **import VAT**.

Give it the products you source from **1688, Taobao, Tmall, AliExpress, Temu or Shein**, or a scraper dataset, and get duty, VAT and total tax per product and per parcel, with a suggested HS code for each item.

Built for EU dropshippers, small webshops, sourcing agents, buying agents and anyone pricing products from China for EU customers.

### How it works

1. Paste the **dataset ID** of your 1688 / Taobao / AliExpress scraper run, or a list of items (title, price, currency, quantity, parcelId).
2. Pick the **destination country** for the VAT rate.
3. Each product gets a suggested **6-digit HS code** (AI, with confidence) and its value in **EUR at the ECB reference rate**.
4. Items with the same `parcelId` (or `orderId`) are one consignment: under EUR 150 it pays **EUR 3 per distinct tariff code**, plus **VAT**.

```json
{"items": [{"title": "Wireless Bluetooth earbuds", "price": 45, "currency": "CNY", "parcelId": "order-1"}], "destinationCountry": "NL"}
```

### Output (one row per product)

| Product | HS code | Value EUR | Parcel | Duty | VAT | Total tax |
|---|---|---|---|---|---|---|
| Wireless Bluetooth earbuds (45 CNY) | 851830 | 6.05 | order-1 | 6.00 | 3.25 | 9.25 |
| Silicone phone case (3 x 8.50 CNY) | 392690 | 3.43 | order-1 | 6.00 | 3.25 | 9.25 |
| Women summer chiffon dress (69 CNY) | 620443 | 9.28 | order-2 | 3.00 | 2.58 | 5.58 |

(Destination NL, VAT 21%, ECB rate of 30 Oct 2026. order-1 has two tariff codes, so EUR 6 duty.)

Fields: title, price, currency, quantity, value in EUR, HS code with description and confidence, TARIC link, parcel value, under EUR 150, tariff lines, duty, VAT, total tax, the rule applied, ECB rate and date. The **SUMMARY** record lists every parcel's totals.

### Use cases

- **Price your products right:** see the real landed cost before you list an item from 1688 or Taobao.
- **Plan your parcels:** mixing many tariff codes in one parcel multiplies the EUR 3; grouping items of the same code keeps it at EUR 3.
- **Check a supplier's quote:** compare DDP prices against the tax you would pay yourself.

### How much does it cost?

**$0.005 per product.** Costing 1,000 products costs $5.

### Use it from code and AI agents

```python
from apify_client import ApifyClient
run = ApifyClient("<YOUR_APIFY_TOKEN>").actor("factline/eu-import-cost-checker").call(
    run_input={"datasetId": "<YOUR_SCRAPER_DATASET_ID>", "destinationCountry": "DE"})
```

AI agents can call it through the Apify MCP server, and Make, Zapier and n8n through their Apify modules.

### FAQ

**Are the HS codes final?** No, they are AI suggestions with a confidence score. Check them in TARIC (linked on every row) before you declare.

**What about parcels over EUR 150?** The normal duty rate for the tariff code applies. The actor flags those parcels and links TARIC.

**Which VAT rate is used?** The standard rate of the destination country. Reduced rates (books, food) are not applied.

**Where does the rule come from?** Council Regulation (EU) 2026/382 and the European Commission's notice of 29 June 2026. Exchange rates come from the European Central Bank.

# Actor input Schema

## `datasetId` (type: `string`):

The dataset of a 1688, Taobao, AliExpress, Temu, Shein or Amazon scraper run. Title, price, currency and quantity are read automatically.

## `items` (type: `array`):

Objects with title, price, currency (default below), optional quantity and parcelId (items with the same parcelId ship together).

## `destinationCountry` (type: `string`):

EU country the parcel goes to (sets the VAT rate).

## `defaultCurrency` (type: `string`):

Used when a row has no currency (1688 and Taobao prices are CNY).

## `oneParcel` (type: `boolean`):

Treat every row as one consignment. Off: rows ship separately unless they share a parcelId or orderId.

## `shippingPerParcelEur` (type: `number`):

Added to the VAT base. Leave empty for 0.

## `maxItems` (type: `integer`):

Stop after this many unique rows.
