Pay per usage

This Actor is paid per platform usage. The Actor is free to use, and you only pay for the Apify platform usage, which gets cheaper the higher subscription plan you have.

## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Romanian Public Tenders (TED)

Search public procurement notices published in the EU's Tenders Electronic Daily (TED) for Romanian buyers (or any
other country) and get clean, structured records: title, buyer, CPV codes, notice type, estimated value, deadline and
the link to the notice. Data comes straight from the official TED API.

**Free while in beta. From November 2026: $0.005 per notice.**

### What you can use it for

- **Bid finders and consultants:** a daily list of new Romanian tenders in your CPV codes, with deadline and value.
- **B2B sales:** find which public buyers are buying what you sell, and when their contracts are awarded.
- **Market research:** count and size tenders by buyer, sector or period.
- **AI agents:** give an agent reliable procurement facts instead of scraped guesses.

### Input

```json
{
  "keywords": ["software"],
  "cpvCodes": ["72*"],
  "countries": ["ROU"],
  "noticeTypes": ["cn-standard"],
  "publishedWithinDays": 30,
  "maxResults": 100
}
```

- `keywords`: words or phrases searched in the notice text; a notice matches if it contains any of them. Empty = no keyword filter.
- `cpvCodes` (optional): CPV codes, any match counts. End with `*` for a whole branch (`72*` = IT services).
- `countries`: buyer country, 3-letter ISO codes. Default `["ROU"]`.
- `noticeTypes` (optional): TED notice-type codes, for example `cn-standard` (contract notice), `can-standard`
  (contract award notice), `pin-only` (prior information notice). Empty = all.
- `publishedWithinDays`: default 7. Or set `publicationDateFrom` / `publicationDateTo` (`YYYY-MM-DD`, inclusive), which win over it.
- `maxResults`: default 100, up to 10,000.

### Output (one record per notice)

```json
{
  "publication_number": "721831-2026",
  "title_en": "Romania – Electricity – Achizitia de Energie electrica de medie si joasa tensiune",
  "title_original": "România – Electricitate – Achizitia de Energie electrica de medie si joasa tensiune",
  "buyer_name": "COMPANIA DE TRANSPORT PUBLIC SA Arad",
  "buyer_name_en": null,
  "buyer_country": "ROU",
  "buyer_city": "Arad",
  "cpv_codes": ["09310000"],
  "notice_type": "cn-standard",
  "procedure_type": "open",
  "estimated_value": 495867.77,
  "estimated_value_currency": "RON",
  "estimated_value_basis": "procedure",
  "publication_date": "2026-10-19",
  "deadline": "2026-11-16+02:00",
  "ted_url": "https://ted.europa.eu/en/notice/721831-2026/html",
  "language": "RON",
  "fetched_at": "2026-10-22T07:29:19+00:00"
}
```

(Illustrative record: the shape is from a real run, individual values are not copied from one notice.)

Fields TED did not publish for a notice are `null`, never guessed. Notes:

- `estimated_value` is the procedure's estimated value when TED publishes one (`estimated_value_basis: "procedure"`).
  Otherwise it is the sum of the lot values if they all share one currency (`"sum_of_lots"`), else `null`.
- `deadline` is the earliest lot deadline for submitting tenders. Award notices have none.
- `language` is the notice's original language (ISO 639-2, upper case); `title_original` / `buyer_name` are in it, `title_en`
  is TED's English title.

### Limits

- Up to 10,000 notices per run. The Actor pages through the API (100 per page), waits between requests and retries
  temporary errors (429 and 5xx) with backoff. A 100-notice run takes a few seconds.
- TED publishes notices above the EU thresholds, plus some below. Small national purchases that are never sent to TED
  are not here.
- Data is what TED publishes when you ask. No enrichment, nothing stored after the run.

### Coming next

Romania's national e-procurement system (SEAP / e-licitatie.ro) also publishes procurement open data on data.gov.ro.
If a licence and format check passes, it may be added as a second source for below-threshold national tenders. Not
included today, and this Actor does not scrape e-licitatie.ro.
