Audit international SEO declarations with evidence: language-label shape, duplicates, conflicting targets, canonical alignment, self-reference, `x-default`, and bounded reciprocal links.

### Honest scope

- The language check validates a conservative BCP-47-like shape; it is not a full IANA registry certification.
- Reciprocal checks are bounded to 20 alternate pages per input page and report skipped or failed targets explicitly.
- Public HTTP(S) only with private-network DNS and redirect blocking; up to 500 pages and 20 concurrent input checks.

### Charging

PAY\_PER\_EVENT uses a one-time Actor-start event plus `url-audited`. Only successful completed page audits are charged. Fetch failures, blocked targets, invalid inputs, alternate-check failures, and the OUTPUT summary are not charged.
