## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## EU Public Tenders Scraper (TED): contract notices, CPV & buyer data

Find **EU public procurement tenders** from **TED (Tenders Electronic Daily)**, the official EU journal for public contracts, without logging in or clicking through the TED website. You choose countries, **CPV codes**, keywords, notice types and a minimum contract value, and you get one clean, flat row per notice: buyer organisation, CPV codes, estimated value, tender deadline, procedure type and direct links. You can export it as CSV, Excel or JSON, or connect it to your CRM, Google Sheets or Slack.

The data comes from the **official TED Search API** (anonymous public API of the Publications Office of the EU). There is no HTML scraping and no browser, so runs are fast and cheap.

### What you can use it for

- **Bid / tender monitoring:** run a daily scheduled search for new contract notices in your CPV codes and countries, and send them to your sales team.
- **Lead generation for B2G sales:** build lists of public buyers (ministries, hospitals, municipalities, utilities) that are buying what you sell.
- **Market sizing:** see how many tenders, and of what estimated value, are published per country or CPV category.
- **Competitive intelligence:** pull contract award notices (`can-standard`) to see which buyers awarded contracts in your sector.
- **Consultants & bid writers:** watch big-ticket opportunities (e.g. above €1M) across all EU/EEA countries.

### Input

| Field | Description |
|---|---|
| `daysBack` / `dateFrom` / `dateTo` | Publication date window (default: last 7 days). |
| `countries` | Buyer countries, ISO 2- or 3-letter codes (`DE`, `FRA`, `IE` ...). Empty = all. |
| `cpvCodes` | CPV codes. Trailing zeros match the whole family: `72000000` = all IT services, `45` = all construction works. |
| `keywords` | Full-text keywords/phrases (any must match), e.g. `cybersecurity`, `cloud computing`. |
| `noticeTypes` | Default: open contract notices (`cn-standard`, `cn-social`). Also prior information notices, contract award notices (`can-standard`), modifications, etc. |
| `minEstimatedValue` + `valueCurrency` | Only notices with a published procedure value at or above this amount (default currency EUR). Notices without a published value are excluded when this is set. |
| `language` | Preferred language for translated titles and buyer names (default English). |
| `maxResults` | Stop after this many notices (default 100). |

Example:

```json
{
  "daysBack": 7,
  "countries": ["DE", "FR"],
  "cpvCodes": ["72000000"],
  "noticeTypes": ["cn-standard", "cn-social"],
  "maxResults": 100
}
```

### Output (one row per notice)

`noticeId`, `noticeUrl`, `pdfUrl`, `xmlUrl`, `title` (translated), `titleOriginal`, `noticeType`, `publicationDate`, `buyerName`, `allBuyerNames`, `buyerCountry`, `buyerCity`, `buyerLegalType`, `buyerWebsite`, `mainCpv`, `cpvCodes`, `contractNature` (works/supplies/services), `procedureType`, `estimatedValue`, `estimatedValueCurrency`, `estimatedValueBasis`, `lotCount`, `tenderDeadlineDate`, `tenderDeadline`, `requestToParticipateDeadlineDate`, `placeOfPerformanceCountries`, `source`.

```json
{
  "noticeId": "689128-2026",
  "noticeUrl": "https://ted.europa.eu/en/notice/-/detail/689128-2026",
  "title": "Germany – Software supply services – zertifizierte Präventionsapp im Handlungsfeld \"Ernährung\"",
  "publicationDate": "2026-10-06",
  "buyerName": "AOK - Die Gesundheitskasse für Niedersachsen",
  "buyerCountry": "DEU",
  "buyerCity": "Hannover",
  "mainCpv": "72268000",
  "contractNature": "services",
  "procedureType": "open",
  "estimatedValue": null,
  "tenderDeadline": "2026-11-05T12:00:00+01:00"
}
```

Notes:

- Not every notice publishes an estimated value or a tender deadline; these fields are `null` when the buyer did not publish them. If a notice has no procedure-level value but all its lots share one currency, `estimatedValue` is the sum of the lot values (`estimatedValueBasis: "sum of lots"`).
- `tenderDeadline` is the earliest lot deadline. Always check the official notice before bidding.

### Privacy: no personal data

The Actor requests **only organisation-level fields** from TED. It never requests or outputs contact person names, e-mail addresses, phone numbers or beneficial-owner data, and it masks any e-mail address or labelled phone number that appears inside a title. You get the buyer **organisation**, its city, country and public website. To contact a buyer, use the official procurement documents linked from the notice.

### Pricing

Pay per result: **$0.003 per notice** returned, plus a small flat start fee per run. Set **Maximum cost per run** in the run options and the Actor stops cleanly when your limit is reached. Example: 100 notices ≈ $0.30 plus the start fee.

### Rate limits & reliability

TED's fair-usage limit for the anonymous Search API is 700 requests per minute. This Actor uses at most 2 requests per second by default, fetches up to 100 notices per request, and backs off automatically on HTTP 429/5xx.

### FAQ

**Does it need a TED account or API key?** No. The TED Search API is public and anonymous.

**Which countries are covered?** Everything published on TED: the EU member states, EEA countries and other countries that publish on TED.

**How fresh is the data?** TED publishes one new edition every working day (Monday to Friday, by 09:00 CET). Schedule this Actor daily with `daysBack: 1` or `2`.

**Can I get the full notice text / documents?** Each row links to the official HTML, PDF and eForms XML of the notice.

### Data source & reuse attribution

Data source: **TED – Tenders Electronic Daily (https://ted.europa.eu), © European Union**, published by the Publications Office of the European Union. Reuse of TED data is authorised under Commission Decision 2011/833/EU on the reuse of Commission documents, provided the source is acknowledged. Every row carries a `source` field with this attribution. This Actor is not affiliated with or endorsed by the European Union or the Publications Office. Only the official notices published on TED are legally authentic.
