## Vehicle Recall Monitor

Every open safety recall for every make and model sold in the US lives in one public NHTSA database — but there's no built-in alert for "tell me when a car I service gets a new one." This pulls it for the vehicles you track and scores each recall by how serious it is.

### What it does

1. Looks up NHTSA safety recalls for each make/model (and optional year) you give it.
2. Scores every recall 0–100: NHTSA's own `parkIt` flag ("do not drive") and `parkOutside` flag (fire risk) dominate the score, with a recency bonus on top.
3. Sorts highest-severity first.
4. Drops anything older than your reporting window **before** billing.
