## World Bank Tender Deadline Watchdog

Give this Actor a sector keyword and/or a list of countries. It queries the
**official World Bank procurement notice API**
(`search.worldbank.org/api/v2/procnotices` - no API key, no login) for open
"Invitation for Bids" and "Request for Expressions of Interest" notices and
returns, per notice:

- project, country, buyer reference number and description, straight from
  the World Bank's own record
- the real bidder **submission deadline date and time**
- a computed **days\_left** and a **risk\_level** - `URGENT`, `WATCH`,
  `OPEN`, `EXPIRED` or `NO_DEADLINE` - based on how close that deadline is
- the buyer's own **contact name, organization, address, email and phone**
  so a bidder can act on the notice without opening the World Bank site

**raw notice fields and stops there** - no deadline countdown, no urgency

`project_ctry_name` (country) filters server-side instead of dumping every
notice and filtering client-side, so a run against one sector/country pair
only pulls the notices that matter, and merges/de-duplicates results

### Known local-machine note

The Actor retries on `http.client.IncompleteRead`, a transient truncated-read
error some older TLS stacks raise against HTTPS endpoints; it is not a World
Bank API error and a retry normally succeeds.
