## US Federal Contractor Agency Concentration Brief

Compare USAspending-reported federal contract transaction obligations across two fiscal years for one or two exact contractor UEIs. See the five largest awarding agencies and their share where the numbers permit a meaningful concentration ratio. A business-development or vendor-risk analyst can ask: Which agencies dominate this recipient’s federal contracts, and how did that exposure change?

### Input and scope

Supply `recipientPairs` with one or two objects, each containing an exact 12-character `uei` and `recipientScope`. Choose `entity` for the USAspending C-level recipient or `parent_group` for its P-level aggregate. These scopes are not interchangeable. The Actor verifies that the returned UEI exactly matches and that the requested level exists; it never silently substitutes another entity or a text-search match. The optional `fiscalYear` defaults to 2025, must be completed, and is compared with the preceding federal fiscal year. FY2026 is preliminary because source reporting can lag after its 2026-09-30 close.

### Output

One row per validated UEI/scope pair: the official recipient identity, current and prior reported contract obligations, signed change, and up to five selected-year awarding agencies. Amounts are summed across the complete category response, not just the five displayed agencies. If the prior total is zero, the percentage rate is undefined and `obligationChangePercent` is omitted from the JSON row. If any agency has a negative amount or the selected-year total is nonpositive, agency shares are null and `shareNote` explains why. Both years with empty agency lists produce a `noReportedContractObligations` row. A numeric zero with agency rows may reflect offsets and is not labeled as no awards. These figures are reported federal contract transaction obligations for award types A–D; they are not revenue, cash payments, government budgets, or the contractor’s total customer exposure. The source may revise prior periods.

### Limits

The Actor reads only official USAspending API endpoints: one exact UEI lookup and two date-window aggregate queries per pair. It rejects pagination, malformed identity, source blocks, rate limits, and incomplete responses before delivery or charge. At most seven requests including robots, 10 MiB per source response, 256 MB memory, no browser, proxy, or paid key. Source feasibility, robots, and access language are recorded in the dated scout.

### Privacy

Output contains an exact business UEI and official recipient name, level and ID plus agency aggregates. It excludes officer/contact names, personal addresses, award descriptions, and raw source payloads.
