## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## US Federal NAICS Agency Spend Shift Brief

Compare USAspending-reported US federal contract transaction obligations for one to three exact six-digit NAICS codes across two fiscal years, then see the top awarding agencies in the selected year. A business-development analyst can ask: Which agencies grew their obligations in my NAICS, and by how much?

### Input

Supply `naicsCodes` (one to three exact six-digit codes) and optional `fiscalYear` (default 2025). Codes are validated through the official NAICS reference endpoint. The selected fiscal year must be completed and have an available prior year. FY2026 is preliminary because reporting may lag after its 2026-09-30 close.

### Output

One row per valid code with selected and prior FY reported obligations, signed dollar and percentage changes, and up to five top awarding agencies with a share of the full selected-year total. If the prior total is zero, percentage change is omitted. A valid code with zero reported obligations receives a clear zero row; an unknown code fails. Data can be revised and are observed at the recorded time; `sourceUrls` names the exact official endpoints. These are contract transaction obligations for selected award types A–D, not payments, budgets, all procurement, or future opportunities.

### Limits

The Actor reads only the official USAspending API: NAICS reference GET plus two aggregate POST queries per code. Up to three codes, 10 MiB/response, 256 MB memory, no browser, proxy, paid key, recipient or person data. Any source failure, malformed shape, blocked response, or inconsistent fiscal-year result fails explicitly before delivering/charging. Source feasibility, robots, and published access language are in the dated scout.

### Privacy

Outputs include only official industry and agency aggregate data; no award recipients, officers, individuals, descriptions, or raw source payloads.

### Price

One primary `naics-spend-shift-brief-created` event at $0.01 per delivered comparison row. No start or secondary event; at most three rows cost $0.03.
