- `secUserAgent` is no longer a required input with no prefill. Apify runs public
  Actors automatically using only the prefilled input schema, so a required field
  that nothing could fill made every such run fail before the first SEC request.
- The field is now prefilled with a monitored maintainer contact, and an omitted
  value falls back to that same contact instead of throwing, so a default-configured
  run still identifies itself to the SEC. A supplied value is still validated for
  length and a contact email.
- Dropped `isSecret` on `secUserAgent`. The value is a User-Agent header sent to
  the SEC in clear text, and marking it secret blocked the prefill path.
- The release check now refuses to ship a required input that carries no prefill.
