## Brazil Data Center Watch

Structured records in English on data centers in Brazil, taken from official sources: federal bills, laws and decrees, ANEEL open data and municipal gazette acts. Every record has a type, jurisdiction, status, date, source name and link to the official page. An optional weekly edition summarizes the week with a citation for each item.

Public-source compilation. Not legal, credit or investment advice.

### Use this when

- You need the bills, laws, decrees and regulatory acts on data centers in Brazil that changed since a given date, with their official status.
- You follow the Redata tax regime (Regime Especial de Tributação para Serviços de Datacenter, Law No. 15,504/2026) and the acts that implement it.
- You track ANEEL decisions that grant data center projects access to the Basic Grid (Rede Básica) and ANEEL public consultations. These come from the Federal Official Gazette, which is temporarily out (see Sources).
- You look for municipal acts tied to data center projects (licensing, incentives, commitment agreements).
- You want company names and CNPJ numbers of legal entities named in those acts (developer or supplier).

Only new items: the Actor keeps, in a named key-value store `bdcw-watch-state` of your own account (key `DELIVERED`), the record ids with their official date and the edition ids already delivered. A record is delivered and charged once per account and comes back only when its official date changes (for example, a new status of a bill). Delete the `DELIVERED` key to receive everything again. Run one schedule at a time per account: two runs started at the same moment read the same state and may both return the same record.

`RUN_SUMMARY` in the run's key-value store lists the filters, records returned, charged events and warnings. A field without an official source is left empty; nothing is inferred.

### Methodology

- A private collector runs once a day. It queries each source with these Portuguese terms: "data center", "datacenter", "centro de dados", "Redata", "centro de processamento de dados", "infraestrutura digital", "computação em nuvem", "conexão de carga", "autoprodução". It waits at least 1.1 seconds between requests to the same host. A source that is down is reported in the run summary; it never stops the other sources.
- Relevance: 1 when a core term (data center, centro de dados, Redata) is in the text, 0.6 for grid-access terms (Rede Básica, load connection), 0.4 for self-production, 0.35 for adjacent terms (digital infrastructure, cloud computing). Procurement and contract notices count half. A core term that only appears as a defined word in an act's glossary (for example an internal IT security policy) counts as 0.35. Records under 0.3 are not kept.
- `date` is the publication date for gazette acts and the date of the latest status change for bills.
- English titles: bills and laws use a glossary-based translation of the official summary (ementa). Gazette acts use a template: act type, number and date in English, a topic phrase inferred from the official text by keyword rules (for example "data center maintenance and support"), and the issuing body's English name. Summaries are glossary-based translations of the first sentences of the official text. A title or summary in which 10% or more of the words are still Portuguese carries `title_en_partial_translation` or `summary_en_partial_translation` in `warnings`.
- The same act published twice (a republication in the gazette, or a law that comes both from the gazette and from the Senate legislation list) is kept once: the record with the earliest date.
- The weekly editorial edition is written from the official texts, every item cited. When no editorial edition was published for 8 days, the collector writes an automatic extractive digest (headlines by section).
- Personal data: only legal entities. Personnel acts (Federal Official Gazette Section 2, civil service exams, appointments) are excluded. CPF numbers, e-mail addresses, phone numbers and names after personal role labels are removed from every text.

When a new weekly edition is charged, up to 200 records dated inside the edition week are included in the edition price; every other record is one record event. The hard cap is 1000, enforced in the code.

## `includeEdition` (type: `boolean`):

Returns the weekly edition (Markdown brief with sourced items) as the first dataset item and as the EDITION record of the run's key-value store, only when it was published in the last 7 days. An editorial edition is one edition event. An automatic extractive digest is returned without charge. Each edition is returned and charged once per account.
