## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Contractor License Lookup – WA, OR, NY, TX + Risk Flags

Verify contractors in bulk, or export full license rosters, from four official state sources in **one clean schema**: Washington L\&I, Oregon CCB, New York DOL Contractor Registry and Texas TDLR. Every row comes back with **risk flags, trade category and expiry countdowns** already worked out, at **$1.50 per 1,000 licenses**.

### Problems this fixes

Most contractor-license Actors on the Store cover **one state each**, scrape a lookup page one license at a time, and return that state's raw columns. The typical problems with those tools, and how this Actor handles them:

| Typical problem | What this Actor does |
|---|---|
| One Actor and one schema per state | WA, OR, NY and TX in **one run, one schema** (`state`, `licenseNumber`, `businessName`, `status`, `expirationDate`, …) |
| Slow page scraping, captchas, timeouts | Reads the states' **official open-data APIs** (Socrata). No browser, no proxy, no captchas; thousands of rows per minute |
| Status only, no signal on whether the contractor is safe to hire | `riskFlags` + `riskLevel` (clear / watch / high): suspended, revoked, expired, **debarred**, **wage-assessment**, **labor/tax-law** and **safety violations**, **no workers' comp**, **bond or insurance expired or expiring in 60 days** |
| Re-downloading the whole list every day | **Only new or changed** mode: outputs just new licenses and licenses whose status, expiry, bond, insurance or risk flags changed |
| Personal data mixed into lead lists | **No owner/principal names, no phone or fax numbers** are requested from the source |
| Raw state codes nobody understands | Normalized `tradeCategories` (general, electrical, hvac, plumbing, roofing, painting, …), title-cased license types, merged Oregon endorsements |

### Enrichment added to every row (included in the price)

- `riskLevel` and `riskFlags` (see table above)
- `daysToExpiration`, `bondDaysToExpiration`, `insuranceDaysToExpiration`
- `yearsLicensed` (from the original registration date where the state publishes it)
- `tradeCategories` (normalized across states)
- Oregon: bond company, bond amount, insurance carrier, insurance amount and their expiry dates; workers' comp exempt flag; all endorsements merged into one row
- New York: full compliance history (debarment, wage assessments, labor/tax and safety determinations, workers' comp, apprenticeship, MWBE)
- `verifyUrl` back to the official state lookup and `sourceDataset` link for audit
- `changeType` (`new` / `changed`) in only-new mode

### Typical uses

- **KYB / vendor onboarding:** paste 5,000 license numbers, get status + risk in one table.
- **Insurance and surety leads:** `expiringWithinDays: 60` or `riskOnly: true` to find contractors whose license, bond or insurance is about to lapse.
- **Supplier and SaaS sales:** daily `onlyNew: true` schedule = a feed of newly licensed contractors by trade and city.
- **GC / property managers:** watch your subcontractor list for suspensions or new violations.

### Input examples

Verify a list:

```json
{ "states": ["WA"], "licenseNumbers": ["ECOSTSC758NN"], "activeOnly": false }
```

Roofers in Portland and Seattle, new or changed since last run:

```json
{ "states": ["WA", "OR"], "trades": ["roofing"], "cities": ["Portland", "Seattle"], "onlyNew": true }
```

Oregon contractors whose insurance or bond is lapsing:

```json
{ "states": ["OR"], "riskOnly": true, "maxItemsPerState": 100000 }
```

### Output example (Oregon, trimmed)

```json
{ "state": "OR", "licenseNumber": "100215", "businessName": "…", "status": "Active", "riskLevel": "watch",
  "licenseType": "Residential General Contractor", "tradeCategories": ["general"], "expirationDate": "2028-02-06", "daysToExpiration": 828,
  "bondCompany": "WESTERN SURETY COMPANY", "bondAmount": 25000, "insuranceCompany": "SCOTTSDALE INSURANCE CO", "insuranceAmount": 1000000,
  "insuranceExpirationDate": "2027-08-25", "yearsLicensed": 32, "riskFlags": [], "city": "BROOKINGS", "county": "Curry", "zip": "97415",
  "verifyUrl": "https://search.ccb.state.or.us/search/", "changeType": null }
```

### Coverage

| State | Source | Rows |
|---|---|---|
| WA | Washington L\&I contractor license data (data.wa.gov `m8qx-ubtq`) | all statuses, ~76k active |
| OR | Oregon CCB active licenses (data.oregon.gov `g77e-6bhs`) | ~46k active licenses |
| NY | NYS DOL Contractor Registry, public work (data.ny.gov `i4jv-zkey`) | ~15k certificates |
| TX | TDLR licenses – A/C, electrical, electrical sign, appliance installation, elevator and water-well contractors (data.texas.gov `7358-krk7`) | ~38k contractor licenses (all statuses) |

More states are added when they publish an official bulk file. Texas rows without a registered business name are skipped (only an owner name is published for them).

### Pricing

**$1.50 per 1,000 licenses**, pay per result, all enrichment included. A full Oregon export (~46k) is about $69; verifying 1,000 license numbers is $1.50. Some single-state scrapers on the Store charge up to $5 per 1,000 for raw columns from one state.

### Data & privacy

Public government licensing records. Business name, license, status, business address, bond and insurance only. The Actor never requests owner, principal or RMI names, phone or fax numbers, or emails. Data is as current as each state's open-data feed (usually updated daily); check `verifyUrl` before a hiring decision.
