## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## EU Tender Winners: Companies Winning Public Contracts (TED) — $3 per 1,000

Find **companies that just won public contracts in the EU**, straight from **TED (Tenders Electronic Daily)**, the official EU procurement journal. For each winner you get the **company name and ID, full address, size (SME or not), and email, phone and website when the notice lists them**, plus the **contract title, value, industry code (CPV), procedure and the public buyer** that awarded it.

A company that just won a public contract has new budget and new needs: subcontractors, equipment, staff, software, insurance, finance. It is also a list of your competitors' customers and of firms to partner with.

### Why use it

- **Real buying signal:** public contracts are large, recent and official.
- **Contact details:** a good share of winners list an email or phone in the notice.
- **Filters:** dates, winner country, buyer country, sector (CPV prefix), keywords, contract type, SMEs only, minimum value.
- **No cap on results:** token-based paging reads as much as you ask for.
- **Cheap:** $3 per 1,000 winners.

### Pricing

| Event | Price |
|---|---|
| Winner | $3 per 1,000 ($0.003 each) |
| Actor start | $0.00005 |

Free Apify accounts are limited to **25 winners per run**.

### Input

```json
{ "publishedInLastDays": 14, "winnerCountries": ["France", "Germany"], "cpvCodes": ["72*"], "smeOnly": true, "onlyWithContact": true, "maxItems": 500 }
```

### Output

```json
{
  "winner": {
    "name": "DELTA RM", "identifier": "FR123456789", "size": "medium",
    "address": { "street": "1 rue Exemple", "postalCode": "75008", "city": "Paris", "country": "FRA" },
    "website": "https://example.fr", "email": "contact@example.fr", "phone": "+33 1 00 00 00 00"
  },
  "notice": {
    "number": "674225-2026", "url": "https://ted.europa.eu/en/notice/-/detail/674225-2026", "title": "France - IT services: consulting, software development",
    "publishedOn": "2026-10-01", "contractNature": "services", "procedure": "open", "cpvCodes": ["72000000"],
    "valueEur": 1200000, "buyer": { "name": "GIE AG2R", "country": "FRA", "city": "Paris" }
  }
}
```

### Honest limits

- Contact details exist only when the notice includes them (roughly a third to a half of winners do).
- Value is the notice's total value and is empty when not stated. A notice with several lots can have several winners.
- Notices list winners as published: names and addresses are as typed by the buyer and can vary in spelling.
- Only contract award notices are read, not tenders still open for bids.

### Feedback and reviews

### Legal

Data from the EU Publications Office (TED), reusable under the EU open data policy. Contact details can include personal data of sole traders: you are responsible for lawful use (GDPR and national marketing rules).
