Compliance changes after the source terms audit.

- RBI, SEBI and DGFT are read only when the new input option `allowPermissionRequiredSources` is switched on (default off): their website terms ask for permission before reproduction (SEBI, DGFT) or prohibit caching and framing (RBI). Without the option they are reported under `sourcesNotMonitored` with the code `PERMISSION_REQUIRED`. Default regulators and prefill: IFSCA and CBIC_GST.
- RBI items carry no `addressees` and no `tagEvidence` any more (the notice text is still used transiently for filters and tags).
- Disclaimer extended: not affiliated with any regulator; data from public notices, verify with the original document.

- Monitors RBI (RSS), SEBI (RSS and item pages), IFSCA (JSON list), CBIC GST (latest-updates API) and DGFT (listing tables), with PDF text extraction (OCR fallback up to 30 scanned pages) and a SHA-256 of each document.
- Only new items are delivered; a changed file or page is delivered again as `revised`. Duplicates across listings are removed by document hash; Hindi documents are linked to the English item.
- Filters: keywords (any / all / exclude), regular expression with a time limit, document types and 26 rule-based "applicable to" tags with evidence.
- Pay-per-event: `watch-check`, `circular-delivered`, `full-text-extracted`. Free-plan caps: 2 regulators, 10 items per run, no full text.
- Outputs: dataset views, run summary, `OUTPUT`, `REPORT` (HTML digest), `RSS`, optional webhook and Slack message.
- IRDAI, PFRDA and MCA are selectable but reported as not monitored (robots.txt of IRDAI and PFRDA disallows crawlers; MCA blocks automated requests).
