## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

## Norfolk VA Delinquent Tax Liens: Owners & Amounts

Search the City of Norfolk, Virginia Treasurer's public delinquent property-tax records and turn them into structured, billable leads. Filter by owner name, property address, tax account, parcel number, tax year or amount owed, and export clean JSON, CSV or Excel.

This is a **tax-lien lead dataset**, not a recorded UCC index. It lists real-estate parcels that are at least one quarter behind on City of Norfolk property taxes. The City Treasurer is the taxing authority; a formal tax lien may or may not already have been recorded on an individual parcel. Use the records for research and outreach, not as a title opinion.

Here is one real record from this actor.

### Coverage and freshness

- **Jurisdiction:** City of Norfolk, Virginia (independent city).
- **What is included:** real-estate parcels at least one quarter behind on City of Norfolk property taxes. The City notes that the data does not include nuisance-abatement liens and should not be relied on for title examination or closing requirements.
- **Freshness:** the Treasurer updates the dataset frequently as payments are processed. Always re-run for the current balance.
- **Last verified:** 2026-10-31.

### Pricing

This actor uses pay-per-event pricing. These are the current Apify prices, read on 2026-11-06.

| Event | Price | When it is charged |
|---|---|---|
| `result` | $0.015 | Each record delivered to your dataset |
| `apify-actor-start` | $0.003 | When a run starts, once per GB of run memory with a minimum of one |

At the default 512 MB, a run that delivers 100 records costs $1.503.

- Apify asks for a maximum spend of at least $0.018 per run on this actor.
- Accounts on the free Apify plan receive up to 10 results per run.
- If nothing matches or the source fails, you get one row with an `error` field and no `result` charge. The start event still applies to the run.
- Set a maximum cost per run and the actor stops delivering results when it reaches that limit.

### FAQ

**Is this a list of recorded tax liens?**

No. It is the City Treasurer's delinquent property-tax list. Delinquency can lead to a tax lien or tax sale, but the dataset does not publish a recorded instrument number or a guarantee that a lien has been filed. If you need recorded instruments, use a recorder or circuit-court index.

**Does it include owner phone numbers or emails?**

No. It includes the published owner name and property address only. Use a separate skip-trace or contact-enrichment step if you need phone or email.

**Can I get one row per property instead of one per tax year?**

Yes. Set `groupBy` to `account`. The actor combines every published year and installment into one record with latest year, oldest year, year count and total due.

**Why is there a `CITY OF NORFOLK` secured party on every record?**

The Treasurer is the taxing authority that holds the delinquency claim. The actor records that as an inferred secured party and marks the source as `inferred_taxing_authority`. No private lender is invented.

**Are amounts final?**

No. Payments, deferrals, relief programs and adjustments can change a balance after the dataset is published. Re-run before relying on a number.

**Is this an FCRA consumer report?**

No. It is public-record research and workflow data.

**Can I filter by neighborhood or ZIP?**

The source publishes street addresses, not ZIP codes. Use the address filter for a street or area name.
