## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

### What you get

- **The taxpayer, not just a parcel.** Primary owner, second owner and every additional non-confidential owner the county publishes, plus the owner's mailing address, city, state and ZIP.
- **The property.** Property situs address, parcel number and the legal or property description carried on the bill.
- **The money.** Original bill amount, amount already paid, amount still due, interest due, total due and the discounted amount when the county publishes one, each as its own numeric USD field.
- **The delinquency signal.** `is_delinquent` is true when the tax year is before the current published tax year or the county marks the bill `DLQ`; `delinquent_flag` records the county's own flag.
- **The levy detail.** Taxing jurisdictions and a levy breakdown such as `TAX:PITT=369.01; TAX:AYDEN=351.84`, so a buyer can see which taxing units are owed.
- **Bill context.** Tax year, year the levy applies to, formatted bill number, base bill number, bill type, bill status, due date, billing date and interest start date.
- **A stable `record_id`** built from the county's formatted bill number, one flat record per unpaid bill.

### Input and filters

All inputs are optional.

| Field | Type | Required | Default | Description |
|---|---|---|---|---|
| `ownerNames` | array | no | (none) | Owner or business names to search, up to 20. Partial names are supported and matching is case-insensitive, for example SMITH or PROPERTIES. Each name is searched separately and duplicate bills are removed. |
| `propertyAddress` | string | no | `""` | Partial property address, for example SNOW HILL or 541 SNOW. Case-insensitive. |
| `parcelId` | string | no | `""` | Pitt County parcel number, for example 38607. Leading zeros are optional. |
| `billNumber` | string | no | `""` | Pitt County base bill number, for example 351443 or 0000351443. The portal matches the 10-digit base number; a formatted bill number is reduced to its first 10 digits automatically. |
| `taxYears` | array | no | (none) | Tax years to include, for example 2025 or \[2024, 2025]. Leave empty for every published delinquent year, meaning every year before the current tax year. Add the current year explicitly to include unpaid current bills. |
| `billSubtypes` | array | no | (none) | Optional bill subtypes: Real Property, Business Personal Property, Individual, Public Utility or Beverage License. Leave empty for every subtype. |
| `minAmountDue` | number | no | `0` | Only return bills with at least this amount still due, in US dollars. For example 1000. |
| `maxFilings` | integer | no | `25` | Maximum number of delinquent bill records to return and charge, 1-1,000. Default 25. Free Apify users receive up to 10 results per run. |

A working example to paste into the Input tab:

```json
{
  "minAmountDue": 0,
  "maxFilings": 5
}
```

### Use cases

- Rank Greenville, NC bills by amount with live balances and county delinquency flags.
- **Tax-lien buyers and county tax-sale researchers** screening Pitt County delinquent balances by amount, year and property.
- **Distressed-property and absentee-owner teams** finding owners with an unpaid tax bill and a mailing address outside the property.
- **Real-estate attorneys, title researchers and closing teams** checking what is owed behind a Pitt County parcel or address.
- **Lenders, servicers and credit teams** monitoring tax delinquency on a collateral property.

### Coverage and freshness

Pitt County Tax Administration publishes tax bills through its public bill portal. The published tax-year filter currently covers **2016 through 2026**. The portal is a live bill system: it reflects bills, payments, balances and county delinquency flags as they are posted.

Add `2026` to `taxYears` to include current unpaid bills.

- Public-record research only. The output is not a consumer report, not an FCRA product, not a title examination and not legal, tax or investment advice.
- Data comes from the county's public bill portal over HTTPS.
- Pitt County, not this actor, controls the bill data.
- A bill can have more than one owner and more than one tax year. Each returned row is one bill, not one owner or one property.

### Pricing

This actor uses pay-per-event pricing. These are the current Apify prices, read on 2026-11-06.

| Event | Price | When it is charged |
|---|---|---|
| `result` | $0.015 | Each record delivered to your dataset |
| `apify-actor-start` | $0.003 | When a run starts, once per GB of run memory with a minimum of one |

At the default 512 MB, a run that delivers 100 records costs $1.503.

- Apify asks for a maximum spend of at least $0.018 per run on this actor.
- Accounts on the free Apify plan receive up to 10 results per run.
- If nothing matches or the source fails, you get one row with an `error` field and no `result` charge. The start event still applies to the run.
- Set a maximum cost per run and the actor stops delivering results when it reaches that limit.

### FAQ

**Is this a credit report?**

No. These are tax records published by the taxing authority. They must not be used to decide credit, employment, housing or insurance eligibility.

**Are the amounts final payoff figures?**

No. Treat them as published at the time of the run. Confirm a payoff with the tax office before relying on it.

**What can I filter by?**

The input accepts `ownerNames`, `propertyAddress`, `parcelId`, `billNumber`, `taxYears`, `billSubtypes` and `minAmountDue`. The Input and filters section explains each one.

**Can I run it on a schedule?**

Yes. Create an Apify schedule for the actor, then send the dataset to your database, a spreadsheet or a webhook.
