### What it does

The Resolver evaluates multiple candidate options and selects the economically strongest choice based on factors such as cost, quality, trust, commercial rights and conflicts of interest.

Each successful decision includes decision provenance so the result can be inspected and audited.

### How it works

1. Send a goal and at least two candidate options.
2. The Resolver independently evaluates the candidates.
3. It returns the selected option and decision provenance.
