A repeat of the prefilled pages returns each page with status `unchanged` and the plans or changelog entries that were read, and no change row, even when the saved baseline already matches. Turn the field on, or omit it, and an unchanged page still writes no dataset row. Explicit `onlyChanged: true` is unchanged.
