Fetches US federal procurement contract award records from the official [USASpending API](https://api.usaspending.gov/) (`POST /api/v2/search/spending_by_award/`). Filters by keywords, award action date range, and top-tier awarding agency; covers contract award types A (BPA call), B (purchase order), C (delivery order), and D (definitive contract). Results are sorted by award amount, largest first.
