## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## Doffin Scraper: Norway Public Tenders (Anbud)

**Doffin Scraper** downloads **Norwegian public tenders** (*offentlige anbud*) from [Doffin.no](https://doffin.no),
Norway's official public procurement database, as clean JSON, CSV or Excel. You get calls for tender, contract
awards and planned procurements with buyer, organisation number, deadline, estimated value in NOK and CPV codes.

Unlike a TED scraper, the Doffin Scraper also returns the many **national Norwegian tenders below the EU threshold
that never reach TED**, so you see far more Norwegian procurement than EU-wide tools do.

### What can the Doffin Scraper do?

- Search Norwegian public tenders by keyword, CPV code, region (NUTS), notice type and status.
- Get **every** hit: Doffin's own search stops at 1,000 results; this actor splits large searches into date
windows automatically (tested: 1,587 of 1,587 notices for October 2026).
- Monitor new tenders daily: `publishedWithinDays: 1` plus your CPV codes, on an Apify schedule.
- Optional details per notice: CPV codes, link to the tender documents (Mercell, TendSign, EU-Supply...),
TED id, number of lots, winners and number of received tenders on contract awards.
- Export to JSON, CSV, Excel, or push to Google Sheets, Slack, Zapier, Make or your CRM through Apify integrations.

### Who uses Norwegian tender data?

- **Bid teams and B2G sales**: daily tender alerts for IT, consulting, cleaning, construction or healthcare.
- **Lead generation**: which municipalities and agencies buy what, and when (buyer org numbers match Brønnøysund).
- **Market intelligence**: contract awards and winners per buyer or sector, back to 2017.
- **Researchers and journalists**: public spending and competition in Norwegian procurement.

### How to scrape Doffin tenders

1. Click **Try for free**.
2. Type a search word (Norwegian works best, e.g. `programvare`, `renhold`, `bygg`) or leave it empty for all.
3. Optionally pick statuses, notice types, CPV codes, regions or a date range.
4. Click **Start** and download the dataset as JSON, CSV or Excel.

### Input

| Field | Example | Notes |
|---|---|---|
| `searchString` | `programvare` | Same as the search box on doffin.no |
| `statuses` | `["ACTIVE"]` | ACTIVE, EXPIRED, AWARDED, CANCELLED |
| `noticeTypes` | `["COMPETITION"]` | COMPETITION, RESULT, PLANNING, ... |
| `cpvCodes` | `["72000000"]` | Parent code includes all children |
| `locations` | `["NO081"]` | NUTS codes (NO081 Oslo, NO0A2 Vestland) |
| `publishedWithinDays` | `7` | For monitoring |
| `publishedFrom` / `publishedTo` | `2026-10-01` | Date range |
| `includeDetails` | `true` | One extra request per notice |
| `maxItems` | `1000` | Caps the number of notices (and the cost) |

### How much does it cost to scrape Doffin?

The actor uses pay-per-event pricing: you pay per notice returned plus a small fee per run.
The exact prices are shown on the Pricing tab. With `maxItems` you control the maximum cost of a run.
The scraper uses plain HTTP requests (no browser), so platform usage is very low: about $0.0014 for 177
notices with details in our tests. A daily alert for one sector typically returns 10-30 new notices a day.

### FAQ

**Is it legal to scrape Doffin?** The actor reads only public notices that doffin.no shows to every visitor,
without login, at a polite rate. The dataset *Kunngjøringer av offentlige anskaffelser* is listed as public
on data.norge.no. Doffin is run by DFØ (Norwegian Agency for Public and Financial Management). This actor is
not affiliated with Doffin or DFØ.

**Does it cover tenders below the EU threshold?** Yes. Those are published only on Doffin, not on TED.

**Is there a Doffin API?** Doffin has an official API that requires registration and a key. This actor
needs no key and returns ready-to-use rows.

**Can I get only new tenders?** Yes. Schedule the actor daily with `publishedWithinDays: 1`.

**Something broke or a field is missing?** Open an issue on the Issues tab; we fix scraper changes quickly.
