## EPA Facilities Scraper

Pulls Toxics Release Inventory (TRI) facilities by US state through the EPA's
public Envirofacts API. No login, no proxy, no browser.

### Input

### Output

One row per facility: `triFacilityId`, `facilityName`, `streetAddress`,
`city`, `county`, `state`, `zip`, `epaRegion`, `isClosed`, `latitude`,
`longitude`, `parentCompany`, `foreignParentCompany`, `frsId`,
`epaRegistryId`, `publicContact`, `publicPhone`.

### Notes

- **Coordinates are frequently missing.** Envirofacts carries two pairs,
  `pref_*` and `fac_*`, and both are null on many records. The preferred pair
  wins and the facility pair is the fallback; when neither exists the fields
  are `null` rather than zero, and the run log reports how many rows actually
  have coordinates.
- `fac_closed_ind` is the string `"1"`, not a boolean, and a closed facility
  still appears in the inventory. It is mapped to a real `isClosed` boolean so
  you can filter operating sites.
- The row range in the URL is inclusive on both ends, so `maxItems: 50`
  requests `rows/0:49`.
- Envirofacts is noticeably slower than most public APIs — a few seconds per
  request is normal, and large pulls take proportionally longer.
- TRI covers facilities that report releases under EPCRA; presence in this
  list is a reporting obligation, not by itself evidence of a violation.
