## Pricing

from $33.50 / 1,000 climate policy measure records

This Actor is paid per event. You are not charged for the Apify platform usage, but only a fixed price for specific events.
Since this Actor supports Apify Store discounts, the price gets lower the higher subscription plan you have.

## What's an Apify Actor?

An Actor is a serverless cloud program that runs on the Apify platform. It has two run modes.
In Batch mode, an Actor accepts a well-defined JSON input, performs an action which can take anything from a few seconds to a few hours,
and optionally produces a well-defined JSON output, datasets with results, or files in key-value store.
In Standby mode, an Actor provides a web server which can be used as a website, API, or an MCP server.

Apify vocabulary and the platform model are defined once, in the agent quickstart at https://apify.com/agents.md.

## How to integrate an Actor?

If asked about integration, you help developers integrate Actors into their projects.
You adapt to their stack and deliver integrations that are safe, well-documented, and production-ready.

Do not guess an integration path. Every one of them is in the agent quickstart at https://apify.com/agents.md: the Apify MCP server, Agent Skills with the Apify CLI, the JavaScript and Python clients, the REST API, and the account-free path for an agent with no human to sign in. It also carries the rule on stating cost before the first paid run.

For examples already wired to this Actor's own input schema, see the [API](#api) section below.

Each client library has reference documentation the quickstart does not restate: [JavaScript/TypeScript](https://docs.apify.com/api/client/js/docs.md) (`npm install apify-client`) and [Python](https://docs.apify.com/api/client/python/docs.md) (`pip install apify-client`).

# README

## EU Climate Policy Measure Records — EEA PaMs

**Keyless. Pay per record. Every national climate policy and measure EU countries report — by sector, instrument and status.**

This actor turns the **European Environment Agency (EEA) EU Policies and Measures (PaMs) database** into clean, per-record data — the national climate policies and measures that EU member states report under the EU Governance Regulation. Each run reads the EEA's keyless DiscoData SQL service and delivers one row per policy or measure, structured for climate-policy and market analysis, reusable with acknowledgement of the EEA, with no personal data of any kind.

### What this is, in one paragraph

Under the EU Governance Regulation (EU 2018/1999), every member state reports the policies and measures it uses to cut greenhouse-gas emissions — from carbon taxes to building-refurbishment programmes — each classified by instrument, sector, status and expected effect. This actor reads that reported inventory and delivers one record per policy or measure: the country, the policy/measure id and NAME, whether it is a single measure or a group, its status of implementation and period, the TYPE of policy instrument, the related Union policy, the SECTORS and OBJECTIVES affected, the GHGs affected, the projection scenario, and the total 2030 GHG reduction — all carried as filed. It is the climate-policy inventory layer of Europe's emissions governance.

### Who buys this and for what job

- **Climate-policy analysts and think tanks** comparing the policy mix across member states.
- **Carbon-market and ESG teams** mapping national instruments by sector and status.
- **Consultancies and researchers** benchmarking expected 2030 reductions by policy.
- **Data engineers** who want the EEA PaMs inventory as clean rows from a keyless source.

### EEA licence — reuse with acknowledgement

One licence rider travels on every record. EEA data may be **reused, including commercially, provided the source is acknowledged**: "Source: European Environment Agency (EEA)." The PaMs database is reported by member states under the EU Governance Regulation; where third-party content is marked, it keeps its own terms. These are reported classifications as filed — not an independent policy evaluation.

### Policy-measure grain — no person data

The unit of every record is a reported policy or measure — a policy and its attributes, never a person. PaMs reporting is at policy-measure level: the query keeps only the structured policy metadata (country, name, instrument, sector, status, objectives, GHGs, projected effect). The free-text quantified-objective description and the "entities responsible for implementing the policy" field — which can name organisations or individuals — are **EXCLUDED at field selection**, so no free narrative and no responsible-entity name is emitted. A person-key guard runs on every record as a backstop.

### A note on scale, honestly

The source table holds **3,887 rows** as verified by an exact `COUNT(*)` at build time, which matches the planning index for this category exactly. It spans reporting countries and the policies and measures each reports. The live count above is authoritative.

### Pricing

| Event | Free plan | Bronze | Silver | Gold / Platinum / Diamond |
|-------|-----------|--------|--------|---------------------------|
| `climate_policy_measure_record` | $0.05 | $0.045 | $0.04 | $0.0335 |

### Output

One JSON object per policy or measure. Representative example (values as reported):

```json
{
  "record_id": "1266:1",
  "report_id": 1266,
  "country": "Switzerland",
}
```

An unbilled `RUN_RECEIPT` records the robots check, the filters, rows seen and delivered, and whether charged equals delivered.

### Field reference

Each record is one reported policy or measure. Identity: `record_id`, `report_id`, `country`, `policy_measure_id`, and `policy_measure_name`. Classification: `single_or_group`, `status_of_implementation`, `implementation_start`, `implementation_finish`, `policy_instrument_type`, `related_union_policy`, `sectors_affected`, `objectives`, `ghgs_affected`, and `projection_scenario`. Effect: `total_ghg_reduction_2030_kt_co2eq`. Provenance travels on every record: `source`, `source_url`, `licence`, `attribution`, `disclaimer`, and `observed_at`.

### How a run works

A run first re-reads the source host's robots posture from your runtime — the EEA DiscoData host — and stops at the door if that ever changes. It pages the EEA PaMs database (filtered to your optional `country` and `status`), ordered by the report id, and flattens each row to one record — carrying every classification **verbatim**, never anything person-shaped and never the free-text description or responsible-entity name — delivered **before** it is charged, so a blocked or empty run costs you nothing. The actor stops at your `maxRecords` ceiling and records `charge_equals_delivered` in the receipt.

### Coverage and scope

The inventory holds **3,887 rows** across reporting countries, instruments, sectors and statuses. Because each record carries the `country`, the `policy_instrument_type`, the `sectors_affected`, and the `status_of_implementation`, segmenting by country, instrument, sector, or status is straightforward. Pull one country, one instrument type, or the whole inventory to seed a climate-policy warehouse.

### Working with the data

The inventory is a comparison layer, and the fields make it actionable. Because every record classifies a policy by instrument, sector, status and expected 2030 effect, an analyst can compare the policy mix across member states in one group-by, rank countries by the number of implemented economic instruments, and separate the measures with a quantified 2030 reduction from those reported without one.

### Cost guidance

One `climate_policy_measure_record` per delivered row: cost = rows delivered × your plan's per-record price. Scope with `country` and `status` to keep runs bounded. 1,000 rows is **$50** (Free) / **$33.50** (Gold).

### Honest limitations

- **As reported.** Classifications and expected effects are as filed by member states; this actor reformats, it does not audit or recompute.
- **Description excluded.** The free-text quantified-objective description and the responsible-entity field are not selected, by design.
- **Sparse effects.** Many policies are reported without a quantified 2030 reduction; those fields are null, carried as filed.
- **Acknowledge the EEA**, and note there is **no person data** of any kind.

### Differentiation

Its specific job is the **EU national climate policies and measures inventory**.

Policy-measure grain; the free-text description and responsible-entity field are excluded; no contact or named-individual field is selected or emitted, no natural-person data of any kind.
