This actor turns Eurostat's waste treatment statistics (dataset env\_wastrt) into clean, per-record data. Each run reads the figures directly from Eurostat's public JSON-stat dissemination API and delivers one record per observation — the country, the treatment operation (recovery, recycling, incineration, landfill, and so on), the waste category, the hazard class, the unit, and the amount, verbatim from the source. These are national totals of how much waste is treated and by which method. It pairs directly with the waste generation actor: generation is what is produced, treatment is what happens to it.
