The source workbook has **128 columns**, many of them personal, contact, or free-text requirement data. This actor
applies a **structural allow-list at ingest**: only **organization/employer, job/occupation, visa-class, case
identifiers, status, determination-wage facts and city + state (coarse) geography** are read into a record. Every
**employer point-of-contact, agent/attorney, law firm, e-mail, phone, street address, postal code, province, FEIN,

leak check on the real file.

**Quarter-to-date — a living workbook, not a final file**

This is the **FY2026 Q3 quarter-to-date** workbook: a **moving cut refreshed through the quarter**, not a final
annual file. A `quarter_to_date` label rides every record and the run receipt carries the source **ETag** and
**Last-Modified** as the vintage. The workbook's declared sheet dimension is padded with hundreds of thousands of
**blank rows**; only rows carrying a `case_number` are data — **blank padding is skipped and never billed**
