## EU FTS Beneficiary Records

One structured `funding_record` per record from the official public source, logged-out. Public, robots-honoured.

Difference: one funding\_record per official EU Financial Transparency System beneficiary row (beneficiary, registration/VAT, contracted + committed + consumed amounts, programme, budget line, geography, references, project) from the Commission's annual FTS XLSX — the full 38-column schema carried verbatim, canaried on drift. Annual publication-timing drift handled loud.

### What you get

One `funding_record` per record, deduplicated on the source-native id. Fields the source does not publish are honest `null`. A `run_receipt` row carries the source URL, scope, reconciliation counts, and delivered/duplicate totals.

### How it behaves

The annual FTS XLSX is downloaded (year input; default latest, falling back to the prior year with a note), the 38-column header canaried, and rows streamed read-only into one record each, deduped on legal-commitment + beneficiary + amount + budget line. Bulk-proof: streamed, memory bounded, never a full-file self-charged pull.
